Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


The International Organization for Migration (IOM) Solomon Islands implements a range of national and regional projects aimed at addressing migration challenges and delivering increased protection and assistance to vulnerable populations in partnership with government, civil society, other United Nations (UN) partners, regional bodies and private sector counterparts.

Through research, policy interventions, capacity building and outreach, these projects aim to develop sustainable solutions to reduce systemic vulnerabilities, to strengthen coordination frameworks and mechanisms, and to provide increased support to vulnerable populations, including communities at risk of displacement or relocation due to natural hazards and slow onset disasters such as sea level rise.

Under the overall supervision of the Chief of Mission (CoM) in Australia and Advisor and Coordinator for the Pacific and the direct supervision of the Programme Manager in Solomon Islands, the Project Manager will be responsible for managing IOM Solomon Islands’ programming portfolio in the fields of Migration, Environment and Climate Change (MECC) and crisis preparedness and response, and will equally substantively support project development, resource mobilization and communication efforts within the Country Office (CO).

Core Functions / Responsibilities:

  1. Manage and ensure the implementation of IOM Solomon Islands’ MECC and crisis preparedness and response programming portfolio, including programming that aims to strengthen resilience against disaster and climate change related fragility in Solomon Islands.
  2. Manage MECC and crisis preparedness and response programming teams, ensuring appropriate capacity-building opportunities. Manage, oversee and coordinate project staff and consultants, providing programmatic and technical advice, organizing relevant project activities and ensuring compliance with project documents, workplans, budgets and donor guidelines.
  3. Develop appropriate monitoring tools to ensure effective implementation of projects and activities.
  4. Establish and maintain working relationships with provincial and national government, UN partners, project partners, donors, other IOM COs and the Regional Office (RO) to ensure a coordinated approach to project implementation and develop synergies.
  5. Represent IOM in national and regional humanitarian coordination mechanisms, and identify ways to strategically position IOM within Solomon Islands and the region.
  6. Ensure the collection, study, and sharing of relevant information/data on MECC and crisis preparedness and response, in Solomon Islands and the wider Pacific region, for dissemination to colleagues and relevant stakeholders.
  7. Ensure the timely submission of project reports according to IOM procedures and donor requirements. Prepare regular updates, programme summaries, briefings and other relevant informational materials and statistics, according to specific project needs.
  8. Backstop financial management activities, ensure project expenditures and commitments are monitored, and liaise with the Resource Management Unit to ensure the financial management and accountability of projects and to prepare accurate financial reports for donors.
  9. In coordination with relevant Communications colleagues, and in compliance with project visibility guidelines, support the production and strategic dissemination of communication materials to document project activities, achievements and impacts by preparing Press Briefing Notes, media articles, social media updates, project information sheets and brochures, and other material as relevant.
  10. Support the CO’s resource mobilization efforts by recommending donor/partner engagement, identifying new funding opportunities, and developing concept notes and project proposals in response to needs identified by regional, national and local counterparts.
  11. Ensure compliance with IOM’s Prevention of Sexual Exploitation and Abuse (PSEA) polices at CO level and with IOM’s implementing partners in Solomon Islands.
  12. Strengthen gender mainstreaming, protection, and social inclusion across IOM Solomon Islands’ MECC and crisis preparedness and response programming portfolio.
  13. Advise the Programme Manager and relevant colleagues on programme matters and on current affairs that may have an impact on the work of IOM.
  14. Undertake duty travel relating to programming, project development, monitoring, liaising with counterparts, and resolving issues.
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:


  • Master’s degree in Political or Social Sciences, Development Studies, International Relations or Law from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.


  • Demonstrated experience in managing and implementing programme activities related to disaster preparedness and/or climate change and human mobility;
  • Demonstrated experience in monitoring and evaluation, capacity building, donor reporting, project development and communication activities;
  • Experience in liaising with government authorities, inter-governmental institutions, the private sector, UN agencies and national and international NGOs;
  • Experience in working with communities and community leaders;
  • Demonstrated understanding of Camp Coordination and Camp Management (CCCM) and IOM’s Displacement Tracking Matrix (DTM);
  • Experience in supporting the implementation of programming related to water, sanitation and hygiene will be considered an asset;
  • Demonstrated experience and understanding of the migration and mobility context in Solomon Islands and the wider Pacific region will be considered a distinct advantage.

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Solomon Islands Pidgin is an advantage.
