Under the overall supervision of the Head of Emergency Response and Recovery and the direct supervision of the Shelter Cluster Coordinator , in close coordination with the CCCM Cluster Coordinator, Head of Sub Office in Pemba (HoSO) and other relevant programme managers/coordinators, the Information Management Officer will be responsible for the implementation and provision of technical support for the operational aspects of the Information Management (Shelter and CCCM Cluster) operations in Mozambique.

Core Functions / Responsibilities:

  1. Contribute to the development of and implement integrated mechanisms for information management and data collection to support coordination among different partners within the CCCM and Shelter/NFI clusters.
  2. Provide technical and process support for data collection and information management activities, including, but not limited to, data mapping, encoding, storing, processing, analysis and production of various types (assessment reports, maps, fact sheets etc.) of information products specific to aspects related to GIS and information management for both clusters.
  3. Evaluate and recommend the relevant information requirements of the Shelter and CCCMCluster coordination teams and its partners as well as other key partners (OCHA, relevant clusters and local authorities) in the shelter and CCCM response, and encourage information sharing among stakeholders.
  4. Provide technical inputs to support the development of an information management strategy for the Shelter and CCCM Cluster.
  5. Ensure that the Shelter and CCCM cluster coordination team has access to robust systems for file storage and e-mail.
  6. Participate in the development and/or operationalization or enhancement of Mozambiquespecific common data standards in close coordination with relevant clusters and OCHA, and encourage the use of the standards with CCCM and Shelter Cluster partners.
  7. Compile, aggregate and analyze data and information elements required to produce standardized information products and implement or support data/information collection plans for baseline and context-specific data on, for instance, remaining shelter needs or quality of assistance provided to date.
  8. Coordinate the analysis of processed data and information for the Shelter and CCCMClusters and perform data quality and consistency control activities.
  9. Train partners on the use of Shelter and CCCM Cluster information management products and tools, including data collection, data analysis, data visualization and protection of sensitive data, as needed.
  10. Facilitate the analysis of information between relevant clusters when relevant.
  11. Encourage and provide technical guidance for the use of geographic data for map production and application in geographic information systems (GIS).
  12. Share Shelter and CCCM Cluster data with partner agencies and maintain Shelter andCCCM Cluster information management products ( such as website, contact list, activity reporting, operational presence, gap analysis and factsheets, analysis for the yearly Humanitarian Programming Cycle) at agreed frequencies and in relevant languages.
  13. Maintain contact with appropriate partner agency counterparts when basic or special needs are identified.
  14. Liaise with humanitarian stakeholders and relevant government counterparts on behalf of the Shelter and CCCM Cluster as required.
  15. Support IM needs of other departments in IOM Mozambique on an ad hoc basis as required and in close coordination with the IM Officer in Maputo.
  16. In close coordination with the shelter cluster coordinator and pipeline officer, monitor and provide technical support to the improvement of the Emergency Shelter and NFI Common Pipeline System.
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:


  • Master’s degree from an accredited academic institution preferably in Computer Science,Media or Social Sciences, or any discipline related to Information Management with two years of relevant professional work experience, or,
  • University degree in the above fields with four years of relevant professional experience.


  • Experience in the management and coordination of information flows, data management including collection, storing, processing, and analyzing data to generate information products;
  • Experience in the emergency humanitarian operations, preferably cluster information management;
  • In-depth knowledge of the latest technological developments in information technology and information system;
  • Experience with handling confidential data;
  • Experience in carrying out user needs analysis and scoping for development of databases; and,
  • Knowledge of GIS systems, such as ESRI Arc GIS or Map Info would be highly desirable.


  • Proven skills to analyze statistical information;
  • Ability to formulate IM-related technical requirements and Operating Procedures;
  • Ability to translate planning-specifications into technical briefs for data capture and analysis,and vice-versa;
  • Ability to compile and holistically analyse diverse datasets;
  • Team-building and information management skills;
  • Demonstrated understanding of different data collection methodologies;
  • Understanding of relational data theory; Advanced data visualization and information design skills;
  • Experience of designing and querying databases in MS SQL server or MySQL;
  • Knowledge of the following programming languages: VB, .Net, C#, Visual C and Oracle;
  • Experience with MS Office suite, data analysis with Excel and/or SPSS;
  • Experience using GIS Applications such as ESRI Arc GIS or Map Info and data visualization and design tools such as power BI and Adobe illustrator;
  • KoBo design and implementation for mobile data collection; and,
  • Photoshop editing for development of infographics.


IOM’s official languages are English, French, and Spanish.
