BACKGROUND

Somalia’s prolonged humanitarian crisis is characterized by ongoing conflicts, climate shocks including floods and drought, communicable disease outbreaks, weak social protection and insecurity. In 2022, the situation in Somalia remains fragile with continued political instability and severe drought. OCHA’s role is to coordinate effective and principled inter-agency humanitarian response and ensure that relief assistance reaches the people who need it in a timely manner. In line with OCHA’s global mission, OCHA Somalia continues to mobilize and coordinate an effective and principled inter-agency humanitarian response.

Position Purpose:

Under the overall supervision of the Head of the OCHA CMCoord and Access Unit (CAU) the NHAO is under the direct supervision, direction and guidance of the CAU Access Officer and will have a key role in monitoring and analyzing developments, collecting and managing information, coordinating and liaising with partners and supporting capacity building in order to proactively intervene in, support or facilitate humanitarian access in Somalia and the resolution, reduction or mitigation of issues preventing humanitarian access. Provides support for field missions as required.

Key Duties and Responsibilities:

Summary of Key Functions:

  •  Monitoring and analysis of context and humanitarian developments in Somalia and their impact on humanitarian access and the requirement for civil-military coordination.
  •  Classifies and cleans access incident data and participates in/contributes to regular access analysis.
  •  Supports the Unit in the preparation and follow-up for the Access Working Group and Civil-Military Working Group Meetings.
  •  Assists in the production of humanitarian access and CMCoord products.
  •  Responsible for the collection and insertion of access incident data into the Access Monitoring & Reporting Framework (AMRF) master sheet.

1) Monitoring, Analysis and Reporting

  •  Monitors and analyzes social, political, security and humanitarian developments in Somalia and their impact on humanitarian access and the requirement for civil-military coordination.
  •  Assists in the production of regular and ad-hoc humanitarian access and CMCoord products. (snapshots, maps, reports and the AMRF etc)
  •  Establishes and maintains contacts with CMCoord and access focal points, military actors, other UN agencies, nongovernmental organizations, and OCHA hubs.
  •  Liaise with OCHA Sub-Offices and humanitarian partners for the collection of information to effectively map areas of humanitarian needs and response activities in support of coordination efforts, and track information required for preparedness and response planning;

2) Information Management

  •  Classifies and cleans access incident data weekly while also participating in regular access analysis meetings.
  •  Responsible for the collection and insertion of access incident data into the Access Monitoring & Reporting Framework (AMRF) master sheet

3) Access Coordination and Network Expansion;

  •  Supports the organization in the preparation for the CMCoord and Access Working Group meetings and ensures follow-up on action points.
  •  Participates in working groups, meetings, conferences, and consultations with other agencies and partners on humanitarian and emergency relief-related issues and with armed actors on CMCoord matters.
  •  Supports the CAU team in engagement with relevant actors on CMCoord, Protection, security and humanitarian access issues, including advocacy and negotiations with all relevant actors (e.g. government, armed groups, communities, etc.)

4) Support to Sub-offices and Field Missions;

  •  Undertakes frequent field missions to OCHA sub-offices and reports on in-depth reviews of specific country access and liaison issues.
  •  Supports capacity-building activities for national NGOs, sub-offices and relevant stakeholders on the main topics around CMCoord and Access;
  •  In the absence of the Local Security Assistant develops CONOPS in support of field missions.

5) Perform any other related task as assigned by the supervisors.

Qualifications

Education:

  •  Advanced university degree (Master’s degree or equivalent) in political science, public administration, Social Science, Law, International Studies or other relevant science with two years of relevant working experience is required.
  •  A first-level (Bachelor) degree with a combination of relevant academic qualifications and work experience or other related fields may be accepted in lieu of the advanced university degree with 4 years of relevant working experience.

Experience:

  •  A minimum of two (2) years of working experience with a master’s degree OR four (4) years of relevant working experience with a bachelor’s degree of progressively responsible experience in a humanitarian context, or other related fields, is required.
  •  Experience in the usage of computers and office software packages (MS Access, MS Excel, MS PowerPoint, MS Word) is required.
  •  Work experience within the UN system or an International Organization is desirable.

Other Required Skills:

  •  Good knowledge of Access/security situations in the Somalia context
  •  Familiarity and good knowledge of social, political, and economic conditions in the region is an advantage.
  •  Proven abilities in data collection, compilation, analysis and reporting with the ability to write clear and concise and effective oral communication.
  •  Proven skills in facilitating meetings and reporting.

Language requirements

  •  Fluency in written and spoken the English Language is required.
  •  Fluency in written and spoken Local language – is required.
