Context:

The Protection Division (PXD) aims to provide a coherent response to the needs of migrants, states, and civil society to ensure that migrants in need of assistance receive both case-specific and sustainable assistance. Beneficiaries include asylum seekers, stranded migrants, migrants with health concerns, migrants who were victims of trafficking, exploitation, or other forms of abuse, as well as those considered highly vulnerable to such abuse, such as unaccompanied migrant children.

As such, PXD has the institutional responsibility to oversee policy and technical guidance and provide programmatic support to IOM Country Offices focusing on the following practice areas: analytics and data for evidence-based policy development and programming; safe and dignified return and sustainable reintegration; countering human trafficking and protection to victims (CT); assistance to migrants who experienced or are vulnerable to abuse or exploitation (AVM); protecting migrant children; and addressing exploitation in supply chains.

Within PXD, the Return and Reintegration Unit is tasked with providing global programme and policy support for IOM’s return and reintegration activities. This includes support towards the adoption of an integrated approach to migrant reintegration addressing the individual, community and structural levels and ensuring programs are in line with IOM’s Policy on the Full Spectrum of Return, Readmission and Reintegration (RRR Policy). At the same time the Return and Reintegration Unit takes into consideration cross-cutting issues such as the promotion of migrants’ rights, partnership and cooperation, as well as monitoring, evaluation, and data generation and analysis.

Under the overall supervision of the Head of Protection Division and direct supervision of the Head, Return and Reintegration Unit, and in close coordination with the Department of Financial and Administrative Management (DFM) and relevant units at Headquarters (HQ) and the Administrative Centres in Manila (MAC) and Panama (PAC), the Resources Management Officer will be responsible and accountable for supporting the budgetary, financial, human resources, and administrative functions of the “From Policy to Practice: Operationalizing a Rights-Based Approach to Return and Reintegration (RR P2P)” Project Hub of the Return and Reintegration Unit.

Core Functions / Responsibilities:

  1. Support the monitoring and overseeing the financial management of all “From Policy to Practice: Operationalizing a Rights-Based Approach to Return and Reintegration (RR P2P)” Project activities including the review of financial expenditure and accountability.
  2. Draft project and donor financial reports in accordance with IOM regulations and established procedures for the RR P2P Project. Support the maintenance and assist in strengthening appropriate internal controls to safeguard the RR P2P Project’s assets, cash and prevent fraud.
  3. Prepare internal and ad hoc project financial reports and projections. Review monthlyaccounts of the RR P2P project. Ensure the timely payment request submission to the donor.
  4. Oversee the project budget control process and analyse variances between budgeted and actual expenditures based on the donor agreement, make recommendation to the Project Manager on required and possible fund reallocation.
  5. Provide technical support to the Project Manager throughout the cycle to ensure compliance with the general instructions of IOM, namely in the areas of general administration, finance and human resources.
  6. Validate that the costs are correctly allocated to the RR P2P Project consistent with IOM’s projectization criteria.
  7. Assist in managing the Human Resources function and make recommendations on recruitment and personnel administration. Correctly apply Human Resources policies, rules and regulations and make recommendations for resolving difficult or sensitive cases in consultation with the Project Manager and the Head, Return and Reintegration of Unit.
  8. Monitor and validate the proper project records in PRISM.
  9. Support in oversight of Supply Chain services linked to the RR P2P Project, including contracts with suppliers of goods and services.
  10. Undertake duty travel related to Project’s financial monitoring visits as required.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Finance, Accounting, Public Administration, Business Administration, Commerce, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

  • Experience in all areas of financial administration including financial management, accounting and budgeting;
  • Experience in human resources, procurement and logistics;
  • Experience using an Enterprise Resource Planning system,
  • Experience in emergency operations an advantage; and,
  • Experience in monitoring and evaluation and / or audit an advantage.

Skills

  • Sound knowledge of IOM/UN accounting policies, systems, software and procedures is required;
  • Excellent written and oral communication skills, including the ability to identify and express clearly key messages, adapting style to the intended audience;
  • Strong computer literacy, especially MS Office tools, SAP or other ERP software;
  • Ability to work closely with government and international officials;
  • Demonstrated ability to act independently and exercise sound judgment;
  • Ability to work under pressure;
  • Demonstrated ability to prepare clear and concise report; and,
  • Knowledge of International Public Sector Accounting Standards (IPSAS) an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
