Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
The International Organization for Migration (IOM) Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand covers 40 countries in Asia and the Pacific region. The key responsibility of the ROAP is to formulate regional strategies and plans of action and to provide programmatic and administrative support to the countries within its region. Regional Thematic Specialists (RTS) in the various areas of emergency and post crisis responses, migration management, policy and project development are based at the ROAP to fulfill this responsibility.
As an important function of its mandate, IOM is the Cluster Lead Agency for Camp Coordination and Camp Management (CCCM) for disaster-induced displacement situations under the 2005
Inter-Agency Standing Committee (IASC) Humanitarian Reform. Since 2015, IOM Headquarters (HQ) has been implementing a global project on Gender-Based Violence (GBV) prevention and mitigation activities under the Safe from the Start Initiative (SFTS) supported by US State Department’s Bureau for Population, Refugees and Migration (PRM). The eighth phase of “Promoting the Reduction of and Improved Operational Response to GBV through Camp Management and Site Planning” has allowed IOM to advance commitments made to the global Call to Action on Protection from GBV in Emergencies and become one of the leading agencies on mainstreaming GBV risk mitigation measures in humanitarian settings. Embedded in its broader approach to protection, IOM’s interventions have been designed to reduce vulnerabilities to GBV at the onset of emergencies, by building the capacity of field practitioners to identify, prevent and mitigate GBV risks; providing innovative tools to improve the management of sectoral responses and coordination of service provision in response to identified risks; enhancing operational collaboration between IOM sectors and GBV and other specialized Protection actors; and improving women’s participation in camp governance structures.
As part of the effort to better address needs at the operational level, IOM regional Protection and GBV technical capacities and support, in line with the objective set in the Global SFTS project.
Under the overall supervision of the Regional Director (RD) of the Regional Office for Asia and the Pacific (ROAP) based in Bangkok, Thailand, the direct supervision of the Senior Regional Emergency and Post Crisis (EPC) Specialist, and in close coordination with the Global SftS project team and the Senior Protection Specialist based in Bangkok, the Regional Protection and Gender Based Violence in Crises Specialist will be responsible and accountable to: 1) Lead protection and GBV mainstreaming initiatives at the regional level and provide in-country and remote technical support to country offices (COs) responding to humanitarian crises – including rapid response – based on needs identified; 2) in coordination with Senior Protection Specialist based in Bangkok, support broader protection mainstreaming initiatives at regional and country levels; 3) Contribute to operationalize IOM’s institutional approach to GBV in crises, and support the roll out and operationalization of the GBV in Crises (GBViC) Institutional Framework at country level in particular; and 4) provide support to the IASC GBV guidelines initiatives at the regional and global levels.
Core Functions / Responsibilities:
- Conduct regional analysis on current protection and GBV in crises programming at country and regional levels and identify potential areas of expansion.
- Work with Regional Office (RO) and CO in the region to develop and strengthen institutional protection and GBV plan; including support for development, and implementation of regional and/or country level protection and GBV in crises programming as required in coordination with the Emergency and Post Crisis (EPC) and Protection and Regional Thematic Specialists (RTS), IOM HQ, and relevant protection actors.
- Develop guidance and tools on protection and GBV integrating international and regional good practices, keep abreast of international debates and advocate for Protection/GBV mainstreaming, within IOM and on behalf of IOM with external stakeholders.
- In coordination with the EPC and Protection RTSs, represent IOM, and actively engage, in the Protection and Gender-Based Violence coordination fora such as the Protection, Child protection and/or GBV sub-clusters and other relevant platforms; establish and further partnerships at the regional and operational level with external stakeholders.
- Under the guidance of the RTS and with the technical support of the Global teams, work with relevant units to develop technical guidance on how to strengthen inclusion and protection/GBV mainstreaming in the development, implementation and monitoring of IOM crisis programs at both regional and country levels.
- Work with the global protection and GBV teams to support roll out of the GBViC Framework and other protection programming at regional and country levels.
- Provide in-country and remote support to IOM’s coordination and operations effort to better mitigate Protection and GBV risks, advice on respond to reported incidents, and help teams devise strategies to uphold the safety, dignity and privacy of people affected by humanitarian crises.
- Design and adapt training materials developed at country and regional levels aiming to address protection risks and GBV issues in IOM crisis operations, ensuring complementarities with the IASC GBV Guidelines; Ensure linkages and alignments with IOM’s Global Gender, Protection from Sexual Exploitation and Abuse (PSEA), Protection, Health and GBV efforts.
- Build and strengthen internal capacity and expertise on protection and GBV within the region and provide capacity building support in the form of training, Training of Trainers (ToTs), and mentorship to staff at both country and regional levels.
- Support the IASC GBV guidelines initiatives in the region, and act as focal point for supporting CCCM and Shelter sectors within the IASC GBV Guidelines reference group in the region.
- Support global capacity building activities of the IASC GBV Guidelines Implementation support team as required.
- Review, write or contribute to protection related the drafting and revision of proposals,reports, position papers, strategies, collection of lessons learned and good practices, and other documents and publications as required.
- Keep HQ informed of progress and undertake periodical reporting, as per global Safe from the Start Initiative (SftS) project requirements.
- Deploy as part of Rapid Response Team when required.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
- Master’s degree in Public Health, Social Work, Development Studies, Political Science, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
- Solid expertise in Protection and GBV programming in emergency settings, including extensive work experience at the operational level in various humanitarian responses;
- Demonstrable experience developing strategies, operational frameworks and tools to address protection needs and GBV in emergency settings;
- Proven expertise coordinating, working with and providing technical support various teams, including non-protection specialists;
- Experience in developing capacity building materials on Protection and GBV and delivering training for various stakeholders- protection teams, non-specialized staff, national authorities, partners etc.
- Previous experience in mainstreaming Protection and GBV within CCCM, Shelter and NFIs, WASH, DTM and other IOM emergency technical areas, highly desirable
- Excellent knowledge of and solid experience working with global and national coordinating mechanisms – including humanitarian clusters, and working groups.
- Sound ability to communicate practical knowledge on actions to address Protection and GBVissues at the operational level;
- Excellent ability to develop and support partnerships, strong representation and communication skills, and proven experience working with national authorities, humanitarian partners, donors and other key stakeholders.
IOM’s official languages are English, French, and Spanish.
