Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Since 2004 the Displacement Tracking Matrix (DTM) is the International Organization for Migration’s (IOM) main operational tool for tracking and monitoring the movements and the evolving needs of displaced populations. The Analytics Knowledge and Output (AKO) unit of the DTM global support team is tasked with supporting country operations in maintaining the overall quality of their analytic outputs. This is done through direct support to over 80 country teams with report review and uploading on DTM web platforms as well as remote or in person reporting and analysis support.

To ensure effective and efficient implementation of global standards and to keep improving the quality of DTM reporting and analysis in the field, further strengthening of the Analytics Knowledge and Output Unit of the DTM team in London is required. This is due to a significant scale up of demands for direct support to DTM operations in the field for reporting and analysis and subsequent frequent recruitment of reporting interns, AKO’s direct engagement in Global Data Institute (GDI) analytic outputs and information requests, as well as the expansion of DTM engagement with academic institutions, and the growth of thematic work on climate, gender and urban displacement in line with IOM’s Internal Displacement Data Strategy (IDDS).

Under the overall supervision of the Global DTM Coordinator and the direct supervision of the DTM Lead Editor, the Programme Officer (Analytics Knowledge and Output (AKO)) will be responsible and accountable for providing technical support and assistance for DTM related programming and operations related to AKO’s area of work and for assisting with strengthening coordination with stakeholders at country and regional level as well as in academia.

Core Functions / Responsibilities:

  1. Contribute technical inputs for the development of strategic and operational appeals, concept papers relevant to developing the analytic potential of DTM data and to supporting the advancement of existing external and academic partnerships as well as engagement in new partnerships with external stakeholders for thematic research in line with the IDDS objectives.
  2. Provide administrative and logistical support on an ongoing basis for the recruitment, training, onboarding and supervision of AKO interns tasked with supporting DTM country operations in reporting and analysis.
  3. Coordinate with global, regional, and where appropriate country teams as needed to track progress in DTM operations relevant to global level thematic work in line with IDDS objectives (e.g. climate, gender and urban displacement) to help inform global level projects, partnerships, IDDS reporting, and GDI reporting to IOM senior management.
  4. Provide technical support and guidance for the implementation and testing of the DTM reporting standards to facilitate the strengthening of country level reporting and analysis quality assurance processes.
  5. Provide technical inputs to support the development and implementation of Standard Operating Procedures (SOPs) for regular auditing of DTM analytic outputs on all DTM web-platforms to help inform feedback to AKO reviewers and country team on compliance with global standards.
  6. Act as a peer reviewer for global level DTM thematic outputs.
  7. Provide technical inputs for the development and implementation of external facing SOPs for new academic partnerships and data sharing for research purposes.
  8. Contribute to the development of a youth engagement strategy and work plan to be implemented by the AKO unit, consolidating existing initiatives with universities in London.
  9. Provide administrative and technical support for project development and resource mobilization efforts.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree from an accredited academic institution, preferably in social sciences, political science, development, international relations or related field with two years of relevant work experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in humanitarian data analysis and reporting;
  • Experience in planning, implementing and presenting the findings of research projects;
  • Experience in project implementation, liaison with stakeholders including, academics, government counterparts, humanitarian partners, donor agencies, and various internal IOM programme units;
  • Experience in coordinating activities at global, regional and cross-regional level.

Skills

  • External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
