Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

1. ORGANIZATIONAL CONTEXT AND SCOPE:

The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations High Commissioner for Refugees (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum.

The Regional Support Office of the Bali Process (RSO) was established in 2012 as a unique regional mechanism that brings together relevant policy knowledge, technical expertise and operational experience from Bali Process members and other key stakeholders to develop practical initiatives that address people smuggling, trafficking in persons and related transnational crime.

The RSO is administered by the Governments of Australia and Indonesia with corporate support provided by the International Organization for Migration.

The RSO assists Members by working across four key objectives in:

  • Providing specialist technical assistance to Bali Process Members, Task Forces and Working Groups.
  • Developing and delivering fit-for-purpose operational capacity building activities relevant to the Bali Process’ mandate.
  • Providing support in policy development and promoting best practice to improve aspects of migration management, and responses to people smuggling, trafficking in persons and related transnational crime.
  • Actively engaging and promoting the RSO’s work to partners and dialogues outside of the Bali Process structure.

2. RESPONSIBILITIES AND ACCOUNTABILITIES

Reporting to the RSO Co-Managers and Programme Coordinator Communications, Capability and Enquiry and working cooperatively with colleagues across the RSO, the Programme Manager will be responsible for managing the RSO’s governance and capability work plan.

The Programme Manager will be responsible for establishing and managing the enabling architecture (governance) to track and support the delivery of the RSO’s annual work program with the objective of driving improved outcomes for the RSO.

Using the established architecture, the Programme Manager will work across the RSO to identify and track the performance of key priority projects, including milestones and success measures, that will collectively deliver on the outcomes of the RSO work plan. This will include working closely with colleagues in the development of procurement activities to ensure the required governance elements are incorporated and fit for purpose.

The Programme Manager will manage the development of key capability documentation specifically for the RSO, including the translation of IOM Procurement Guidelines into RSO guidance, establishment of a dedicated RSO Personnel Handbook, and a RSO Performance Management Framework, in cooperation with the IOM RSO Back Office Team. The Programme Manager will provide ongoing support to RSO personnel on these items. The Programme Manager will also work to support recruitment processes undertaken by the RSO in alignment to the above-mentioned documents.

The Programme Manager will also be required to establish and develop productive working relationships with stakeholders both inside the RSO and external to the RSO and supervise and mentor staff.

Deliverables (subject to change):

Governance

  • Establish and manage all governance architecture of the RSO including the development of a Monitoring and Evaluation Framework in support of the RSO Annual Work Plan.
  • Management and execution of the established Monitoring the Evaluation Framework through identifying and tracking performance of identified priority projects that will deliver on the outcomes of the RSO Annual Work Plan.
  • Manage and lead, in close collaboration with the Programme Coordinators, the establishment and ongoing implementation of a monthly internal work program board meeting including establishing mechanisms for project tracking, expenditure tracking and identification of project enhancement activities.
  • Manage and lead, in close collaboration with the RSO Co-Managers and Programme Coordinators, any required performance, governance and financial reporting requirements established by the RSO’s financial donors.
  • Manage the development and approval processes of the RSO Annual Work Plan, RSO Strategy and RSO Annual Report.
  • Manage the development and approval processes of any external funding project bids.
  • Manage any Third-Party Funding arrangements for new donors.
  • Development of external governance documentation or presentations as required to report on the status of the RSO work plan.
  • Periodically review all governance documentation for the RSO.

Capability

  • Manage the development of key capability documentation including RSO guidance on IOM Procurement Guidelines, RSO Personnel Handbook, and a RSO Performance Management Framework, in cooperation with the IOM RSO Back Office Team.
  • Provision of support for all recruitment processes undertaken by the RSO including being the focal point of contact for the IOM RSO Back Office Team.
  • Provision of support to RSO colleagues in the development of all procurement documentation to ensure the required governance elements are incorporated and fit for purpose.
  • Periodically review all capability documentation for the RSO.

Engagement and Partnerships

  • Contribute to or lead in the drafting of RSO briefings, minutes, documents, reports, corporate documents and undertake training as required.
  • Submit a monthly performance report to the RSO Co-Managers outlining progress and achievements.
  • Establish, develop and maintain professional relationships with stakeholders.
  • Nurture and maintain existing relationships with RSO program and project delivery partners.
  • As necessary, represent the RSO at bilateral, regional and intergovernmental meetings, including the preparation and delivery of discussion points, managing consultations, coordination of background documents and reports and ensure appropriate distribution to key stakeholders.
  • Provide input to RSO publications and reports, draft articles and news items for RSO publications and provide reports to Co-Managers as directed.
  • Represent the RSO and actively participate in various forums such as roundtables, conferences, webinars, meetings and capacity building and training activities.
  • Contribute to the running of the RSO Alumni network and contribute to the maintenance of the RSO-alumni database.
  • Protect and promote the RSO ‘brand’ ensuring appropriate recognition of our efforts is granted.

General

  • Perform such other duties as may be assigned by the Co-Managers and Programme Coordinators.

3. REQUIRED QUALIFICATION AND EXPERIENCE

Education:

  • A bachelor’s degree or master’s (desirable) in a relevant field from an accredited academic institution with five years of relevant professional experience; or
  • Five years of relevant professional experience.

Experience:

  • Experience working with or in Government or an International organization and/or with Bali Process Member States (desirable).
  • Demonstrated experience in governance, monitoring and evaluation and capability management including following necessary implementation rules and regulations.
  • Demonstrated experience in achieving outcomes in a cross-cultural environment.
  • Demonstrated experience in engaging appropriately with stakeholders across a range of fields (Government, IO, NGO, Private Sector), including with senior level stakeholders and establishing and nurturing professional relationships.
  • Experience developing, supervising, and mentoring staff.

  • Fluency in English (oral and written) is required.
  • Knowledge of Thai, Indonesian, Burmese and Malay is desirable (but not essential).

Salary and conditions information:

  • The successful candidate will be engaged under an IOM contract working for the Regional Support Office and their conditions of service will be governed by their contract. The contract will include annual and sick leave only. The successful candidate is responsible for determining their taxation liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The successful candidate is responsible for determining their own pension fund arrangements.
  • The position duty station is Bangkok, Thailand. Relocation assistance and working visa assistance will be provided by the IOM for the successful candidate, if required.
  • The position requires a minimum three days office-based work *subject to change*.
  • The agreed salary will be paid monthly.
