STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Political Science, International Development, Development Economics, Development Studies or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience: At least one year of professional experience in:

  •  Development interventions and/or financing, strategic partnerships, resource mobilization, advocacy and communications, funds and program management
  •  Building and managing partnerships, including developing proposals, soliciting input for reports, drafting agreements, producing visibility plans and/or crafting joint strategies, with focus on development interventions
  •  Working directly with governments, UN agencies, NGOs, international financial institutions, corporations and/or foundations, in home country and abroad
  •  Engagement with all fundraising activities, including outreach, resource strategies, proposal writing, contract negotiation, and/or in other related fields such as digital, marketing or campaign management.
  •  Strategy development, policy work, planning and use of research methodologies and sources
  •  Production of high-quality written outputs and ability to present in English & Arabic

Language: Fluency (level C) in English language and Arabic

ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), and typically report to a more senior Government Partnerships Officer. Job holders are likely to be working closely with a more experienced professional staff member, receiving guidance and regular feedback on work performed.

JOB PURPOSE

Amid continuously evolving sociopolitical dynamics, WFP Sudan is confronted with addressing aggravating food insecurity and funding shortfalls, the likes of which it has never seen before. While bilateral financing from existing traditional donors have been dwindling, the Country Office foresees growing opportunities to directly or indirectly solicit financial resources from development and international financing institutions.

This calls for a shift in strategic orientation and advocacy from dependence on existing partnerships base to meet growing financing needs through carefully identified emerging partnerships, some of which intimated above, of long-term strategic importance and transition towards a changing lives agenda.

To that extent, the Country Office seeks a Partnerships Officer reporting to the Strategic

Partnerships Officer. With the latter responsible for overseeing, managing and building strategic partnerships, notably relationships with development financial/financing institutions, including international financial institutions, extending on to any related opportunities that might stem from them, such as debt restructuring, climate financing and other thematic areas as defined— the selected candidate for the position shall primarily focus on day-to-day management of approved strategic contributions, preparedness for desired strategic initiatives, and enhancement of underserved strategic partnerships, notably with academic/research institutions and other local entities, as well as South-South and Technical Corporation, taking place through host governments.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the Strategic Partnerships Officer, the Staff Member shall work closely with the Country Office, Area and Field Offices, Regional Bureau and Headquarters, focusing predominantly on the assigned portfolio, to

  •  Support the implementation of the Strategic Partnerships Engagement Plan to enable the Country Office to identify, develop and strengthen quality partnerships with strategic partners and thematic areas
  •  Assist functional units, Area and Field-Based Offices, and the Country Office, and collaborate with the Regional Bureau and Headquarters, on day-to-day management of secured strategic contributions
  •  Support report writing, due diligence and compliance with donor terms and conditions, and other matters relating to internal performance management
  •  Undertake desk-based and primary research to support the development and periodic updating of the Strategic Partnerships Engagement Plan
  •  Proactively contribute to the strategic partnerships portfolio, including partner profiling, data/trends analysis and outreach activities, with the aim to maximize resources, scope of partnerships, and leverage policy and technical support for WFP’s work.
  •  Draft quality briefs and business cases in support of outreach opportunities, soliciting inputs from other functional units, Area and Field Offices, Regional Bureau and Headquarters on WFP’s programmatic offering that can gain traction with strategic partners
  •  Gather and share socio-political insights and partner intelligence (including forecasting), using key information systems.
  •  Draft quality, timely funding proposals and reports, register opportunities on Salesforce and ensure compliance of donor terms/conditions.
  •  Contribute to the preparation of strategic agreements, joint strategies, funding agreements, and Memorandum of Understanding (MOUs), as well as amendments or extensions, as required.
  •  Organize and facilitate donor meetings, missions and follow-up actions, as required.
  •  Support dialogue with emerging partners through networking and information sharing in order to proactively highlight strategic issues and propose opportunities to nurture trust and partnership growth.
  •  Disseminate and support implementation of best practices, lessons learnt, technical guidance, preparedness actions and other templates, to internal and external stakeholders on developing and managing strategic partnerships
  •  Other tasks as requested by the Supervisor.
