1. Nature of the consultancy
Conducting training needs assessment when possible, drafting and delivering tailored training programmes and courses content on Trafficking in persons (TiP) and smuggling of migrants (SoM) to IOM’s national and international partners in coordination with the relevant IOM teams projects.
2. Project Context and Scope:
As the leading United Nations agency in the field of migration, IOM works with its national and international partners to help address the growing challenges of managing migration flows, to promote understanding of migration issues, to promote economic and social development and to work toward respect of the migrants’ human dignity and well-being. As part of its in-country activities and to prop up its program of support to governmental partners and civil society in the fight against Trafficking in Persons (TiP) and smuggling of migrants (SOM), IOM is establishing a specialised pool of experts/trainers both national and international with a strong knowledge on the crimes and the protection of victims of trafficking. Per year, IOM carries out more than 40 trainings on TiP and SoM with specific modules for law enforcement officials, public prosecutors, health practitioners, judges, and social workers based on their specific functions.

4. Category B Consultants: Tasks to be performed under this contract: Under the supervision of the Counter trafficking team, the consultant will be selected for one or more of the following tasks:
Task 1. Conduct training needs assessment, when possible, for both initial and continuous capacity enhancement programmes, reflecting a victim-centred, human rights based, traumainformed, gender-sensitive approach and attend training needs discussions/meetings with IOM teams.
Task 2. Draft and deliver trainings content and modules for relevant national and international partners which can range from law-enforcement and criminal justice professionals, VoT staff shelter, social workers to Civil Society Organisations’ protection teams. Capacity enhancement programmes will focus on among others, the international and national legal frameworks of TiP and SoM, the identification of victims, key measures for their protection and assistance including during legal proceedings, the impact of TiP on the cases, etc. It will be also requested to the consultant to assist in the development of agendas and facilitation materials.
**Task 3.**Develop manuals and toolkits, when applicable, and upon request from the CounterTrafficking team. Working Arrangements: The Consultant will work on an office-base and home-base arrangement depending on the needs, based on deliverables scheduled and in agreement with the team.

5. Performance indicators for the evaluation of results
- Conduct meetings with IOM teams: 1 prior each training.
- Conduct trainings to relevant partners: 1-2 for each partner.
- Prepare a report with providing comments, recommendations, and areas of improvement for future trainings: 1 after each training.
The consultant’s performance will also be evaluated against the following criteria: timeliness, responsibility, initiative, communication, and quality of the products delivered.
6. Education, Experience and/or skills required. – Holds a university degree in the field of Political Science, Social Science, International Relations, International Development, Law, Education and Training or relevant areas.
– At least 7-10 years of prior work experience in the field of training, human trafficking and smuggling and human rights.
Experience in providing capacity building or advisory services to Government entities, UN agencies, international NGOs and other actors in the field of Counter.
– Trafficking and smuggling, especially in the national or international context is required.
– Having a good understanding of migration issues, in particular migrants’ rights and migrants ‘protection mechanisms is an asset. – Proven understanding and knowledge of international anti-trafficking standards.
– Demonstrated knowledge and experience in conducting need assessments and developing training modules/curriculum, training materials, and facilitating stakeholder/working group consultations and trainings.
The organisation seeks to identify experts that fulfill the above criteria and have demonstrated ability of involving key stakeholders (judiciary, prosecution, police, immigration, labour, civil society, etc.) to provide relevant expertise and bring a wider perspective in developing capacity building enhancement programmes.
7. Travel required
Depending on the locations of the trainings, it might be expected from the consultant to travel to those locations to deliver the assignment. The cost of travel tickets, accommodation and any related costs will be covered by the organisation. Unless provided by the TORs, IOM will not reimburse costs not directly related to the assignment outcome. Translation (if needed) will be ensured. Meals and other per diem, if applicable, will be provided. When trainings are held outside Cairo, the consultant will receive the notification in advance (2-3 weeks at least).
8. Performance indicators for evaluation of results (value of services rendered in relation to their cost):
Successful and timely delivery of quality documents as indicated under Section 6 which are endorsed by IOM
