- General Background
The United Nations High Commissioner for Refugees (UNHCR) is the agency of the United Nations System with the mandate to provide international protection and seek durable solutions that respond to the needs of the refugee population, asylum seekers, internally displaced people and other persons of interest.
El Salvador has a population of 6.3 million people, with at least 20% of El Salvador’s population living abroad. The country’s economy is heavily reliable on remittances, which constitute around 26% of its GDP. According to the 2021 Multipurpose Household Survey released in 2022, 24.6% of El Salvador’s population lives below the poverty line, out of which 7.8% are extremely poor.
Between 2006 and 2016, 1.1% of families in El Salvador were forcibly displaced raising the estimated number of internally displaced people to 71,500. According to the profiling exercise published in 2018 by the Ministry of Justice and Public Security, most displaced people are socio-economically vulnerable young families.
El Salvador is committed to identifying and addressing protection and solutions for refugees, internally displaced people, returnees with protection needs, and stateless individuals. El Salvador is party to the 1951 Convention Relating to the Status of Refugees and its 1967 Protocol, and to the 1954 Convention Relating to the Status of Stateless Persons. In 2020, El Salvador approved the Special Law for the Care and Integral Protection of Victims of Violence in Conditions of Forced Displacement.
Since July 2019, El Salvador is actively engaged in the Comprehensive Regional Protection and Solutions Framework (MIRPS in Spanish), a regional application of the Global Compact on Refugees. Growing mixed population flows across the countries in the north of Central America is a priority to be addressed in the regional agenda. The increasingly complex human mobility context demands additional efforts for coordinating protection-oriented responses.
UNHCR is active in the implementation, coordination, and monitoring of the 2022-2026 United Nations Sustainable Development Cooperation Framework (UNSDCF), which prioritizes responses to the needs of internally displaced people and refugees. UNHCR is an active member of the Humanitarian Country Team. UNHCR leads the Protection Sector and co-leads the CCCM and Shelter sectors.
UNHCR seeks to meaningfully engage, empower, inform, and seek the views of people in decisions that affect their lives, as drivers for greater equality and social cohesion. UNHCR is currently present in over 40 communities and 17 Municipalities nationwide.

- Purpose and Scope of Assignment
The Protection Assistant normally reports to a more senior Protection colleague. The incumbent provides functional and administrative support to the protection unit on protection related liaison, correspondence, monitoring, case management and reporting activities.
The Protection Assistant also supports the protection unit in designing a comprehensive protection strategy and in providing quality, timely and effective protection responses to persons of concern (PoC). S/he may liaise externally with local authorities and partners on correspondence and/or protection issues as guided by the supervisor.
The Protection Assistant also facilitates the involvement of PoC in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.
- Monitoring and Progress Controls
The selected candidate will:
– Assist functional units, the Multi-Functional Team (MFT) and senior management to integrate participatory and community-based approaches in the overall protection strategy.
– Assist in initiatives with host communities to involve national civil society groups in the protection of PoC.
– Support implementing and operational partners as well as displaced and local communities to develop community-owned activities to address, where applicable, the social, educational, psycho-social, cultural, health, organizational and livelihood concerns as well as child protection and prevention and response to SGBV.
– Assist in the analysis that identifies the capacities of communities of concern and risks they face.
– Collect data for monitoring of programmes and budgets from an AGD perspective.
– Draft and type routine correspondence, documents and reports and maintain up-to-date filing systems.
– Assist in the enforcement of participatory AGD sensitive analysis as an essential basis for all of UNHCR´s work.
– Enforce compliance of implementing partners with global protection policies and standards of professional integrity in the delivery of protection services.
– Provide training and technical support to local authorities on protection related standards, legislation, and instruments.
– Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards, and codes of conduct.
– Observe and respect protection related Standard Operating Procedures (SOPs).
– Provide functional and administrative support in implementing participatory approaches, needs assessments, monitoring, reporting and case management.
– Support assessments on durable solutions through voluntary repatriation, local integration and where appropriate, resettlement.
– Assist in drafting reports, routine correspondence, updating relevant databases and compiling statistics within the Area of Responsibility (AoR).
– Enforce integrity in the delivery of protection services by local implementing partners.
