The United Nations Development Program (UNDP) is part of the agencies of the United Nations System and has been present in Bolivia since the signing of the Basic Agreement with the government, on October 31, 1974. Context

The Bolivia Country Coordination Mechanism is a multisector organization formed from alliances between representatives of the public sector, civil society involved in the development of sustainable programs and projects that contribute to significantly reducing, preventing and combating morbidity and mortality caused by HIV/AIDS. Task description

The Volunteer will have the following functions: General functions: 1. Prepare the activity plan, with its respective biannual operating budget, according to the formats of the Global Fund with the support of the Technical Secretariat. 2. Support in the review, update or modification of its regulations, manuals, instructions, administrative tools and other operational procedures with the support of the MCP Technical Secretariat. 3. Provide operational technical support to the MCPB presidency by preparing reports regarding compliance with regulations, plans and programmed activities 4. Provide support to the General Secretariat to provide guidance and training to new members and alternates of the MCP on Strategic Monitoring or refresher training for current CCM members. 5. Support the presidency and the Vice-presidency of the MCPB in the organization of meetings of the MCPB and the strategic monitoring committee. to. Preparation and dissemination of the agenda. b. Invitation of members, substitutes and other guests. c. Documentation on participation and quorum verification. d. Record of the procedures and decisions made in the meeting minutes. and. Distribution and filing of meeting minutes. F. Disseminate MCPB decisions to working groups and/or other interested parties as necessary. 6. Assist the Electoral Committee and the MCPB in the biannual election of MCPB members in accordance with the procedures described in the regulations, governance manual or bylaws. 7. Assist in the orientation and incorporation of new MCPB members. 8. Register issues about conflicts of interest with the support of the Technical Secretariat. to. Annual declaration of interest forms for MCPB members. b. All procedures related to ethics and conflict of interest issues. 9. Prepare and document Memorandums of Understanding (MoU) or other agreements between the CCM/Strategic Monitoring committee and all other relevant technical working groups and coordination structures in the country, ensuring that all links are established and maintained necessary and appropriate. Proposal preparation functions 1. Provide support to the Committees, Delegations or other officials designated by the MCPB in the development of critical routes for the submission of grant proposals to the Global Fund or other donors with the support of the Technical Secretariat. 2. Based on what is established by the members of the MCPB, its Board of Directors or the Presidency, prepare and/or channel response notes to the clarifications requested by the Global Fund that are expressly addressed to the MCPB, as well as any other type of request for information from this or other organizations with the support of the Technical Secretariat. 3. Ensure that the Strategic Monitoring Committee is actively involved in monitoring the realization of co-financing commitments/requirements (both for CCM funding and national co-financing associated with Global Fund grants and funding requests) and supporting the MCP to take an active role in resource mobilization. 4. Support the Presidency and Vice Presidency in their communications and negotiations with the Global Fund, the Local Agent of the Fund and other donors with the support of the Technical Secretariat. Coordination functions in Strategic Monitoring processes of the MCP Bolivia: 1. Respond to the Strategic Monitoring needs of the mechanism and ensure that all members of the Strategic Monitoring Committee are aware of the Global Fund’s Strategic Monitoring policies and guidelines. 2. In coordination with the Technical Secretariat and the Strategic Monitoring Committee, and after approval by the full MCP, update the MCP Strategic Monitoring Plan as necessary. Ensure that the plan is implemented and will detail the specific activities, tools and methods of data collection, analysis and reporting, individual and/or stakeholder responsibilities, relevant elements and indicators related to risk management and monitoring co-financing. 3. Support the Strategic Monitoring Committee in the execution of the annual Strategic Monitoring work plan. 4.
