UNHCR’s Evaluation Office (EvO) is seeking to recruit three Evaluation Associates to support evaluation work at, respectively, Headquarter (HQs) and Regional Bureaux (RBx) levels.

Organizational Setting

Evaluation in UNHCR mirrors its organizational structure, operating at country, regional and headquarters levels. These include systems and processes, human and financial resources, and incorporate demand- and supply-side elements in and for evaluation. The aim is to drive forward improvements in how UNHCR commissions and uses evaluative evidence in strategy and programme design, both alone and through partnerships, for persons we serve and in supporting global humanitarian public goods and UN system-wide accountabilities.

The EvO has two distinct but mutually reinforcing roles. First, the Evaluation Office plans, commissions, manages and disseminates independent global, corporate, Level 3 emergency, joint and UN system-wide evaluations as defined in the central evaluation workplan. These evaluations are managed by Senior Evaluation Officers (SEOs), supported by Evaluation Analysts and financial and administrative support functions based at the EvO Headquarters in Geneva. Second, it supports the organization’s evaluation function as a whole (at divisional, regional and country levels), including through normative, guidance, training, quality assurance and technical assistance roles.

Evaluations managed by divisions, bureaux and country operations are financed and led by these entities, with support, inter alia, from the Evaluation Office through out posted Regional Senior Evaluation Officers (SREOs). SREOs work towards establishing regional evaluation functions developing regional frameworks, networks and mechanisms that support evaluation use, credibility and management whilst providing technical assistance to country operations and RB units that commission evaluations. This work includes providing technical and administrative support to bureaux and country operation identified and managed regional and country operation evaluations as well as supporting and related evaluation capacity development activities

Duties

The Associates will have to work with and across a wide range of stakeholders at multiple levels of the organization, including Headquarters Divisions, Regional Bureaux and Country Offices. Engagement with external organizations, such as, inter-alia, UN agencies, international organizations, academic institutions, and civil society groups, may also be required, for example in the context of external stakeholders involved in the evaluation or in case of inter-agency or joint evaluations.

The Associate functional duties will include, but not be limited to:

Evaluation management support

•Support HQ and RBx out posted evaluation colleagues in the coordination, planning and implementation of evaluation activities, including recruitment/ procurement, selection and work with consultants/ evaluation firms

•Contribute to evaluation reports, publications and other written material.

• Perform and write up information from formative data analysis and background research to prepare evaluation Concept Notes and Terms of Reference.

•Assist with quality assurance of key evaluation deliverables.

•Support evaluation capacity development through, inter-alia, formal and informal learning delivery, identifying local evaluation capacity.

Data and Information management

•Collect, clean, and validate for integrity sets of structured or unstructured data from UNHCR’s information management systems.

•Identify and analysis information from external data sources

•Provide technical support in the data collection process (sampling, validation, etc.)

•Guide evaluators on use of internal UNHCR data and information tools/systems.

•Data analysis. Provide statistical analysis and data extraction support for qualitative and quantitative data that will help to find insights from UNHCR’s data sources

•Data visualization. Transform and edit quantitative and qualitative analysis into compelling visual content, for example infographics, dashboards, maps (GIS visualization), charts, and graphs.

•Data curation. Organize, store, maintain, and share the data generated (surveys, processed data, and systematized reports) by the Evaluation Office.

•Knowledge management, regular updating of evaluation plans, and archiving of critical evaluation-related data and documents.

Communication and dissemination

•Work with colleagues to design and develop evaluation-related communication material to enhance awareness and utility of evaluation products. Guide evaluators on use of internal UNHCR data and information tools/systems

Education & Professional Work Experience

Advanced university degree in evaluation, social and economic development and research, or related fields.

Relevant Job Experience

Essential:

•At least 2 years of relevant experience in evaluation research and management, preferably in a protection-related area of humanitarian or development operations or relating to forced displacement.

•Strong quantitative and qualitative data skills, with proven experience in data management, analysis, and presentation (including data visualization).

Experience in evaluation/research project management. Experience with programme performance monitoring and/or field research will be considered advantageous.

•Understanding of evaluation and research methodologies, ideally also statistics.

•Work experience with international organizations or Government Agencies.

Desirable:

•Formal qualification or certification in evaluation work. Substantial experience in a humanitarian or development context. Knowledge of statistical software packages e.g. SPSS, SAS, Stata, R. and/or data visualization software (PowerBI, Tableau or similar)

The remuneration level and the applicable entitlements and benefits may be different based on the residence of the most suitable selected candidate.

A person who is engaged on a home-based individual contract, i.e. who will not work on UNHCR premises or at a UNHCR work location, or will only do so intermittently, will by definition fall in the Local category.
