PURPOSE OF CONSULTANCY

OBJECTIVE OF THE DEPARTMENT The objective of the Health Emergencies Department (PHE) of the Pan American Health Organization (PAHO/WHO) is to increase health sector resilience to emergencies and disasters. PHE assists Member States to strengthen the health sector’s capacities in prevention, risk reduction, preparedness, surveillance, response, and early recovery for emergencies and disasters related to any hazards (natural, man-made, biological, chemical, radiological and others) and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain disasters, including outbreaks, and to provide effective relief and recovery to affected populations. PHE is responsible for ensuring the implementation and updating of the PAHO/WHO Institutional Emergency and Disaster Response policy.ORGANIZATIONAL CONTEXT The incumbent will be a member of PHE’s Health Emergencies Information and Risk Assessment Unit (HIM) which focuses on data collection, verification, database management, data analysis and risk assessment. The information gathered through HIM helps in PHE’s response to natural disaster events and epidemic disease events of potential public health concern. Currently, the HIM Unit focuses its efforts in providing the most accurate data and analysis regarding the COVID-19 pandemic specifically focusing on the Americas.

DESCRIPTION OF DUTIES:

Under the supervision of Team Leader, Data Management, Mapping & Analytics, and overall guidance of the Unit Chief of HIM, the incumbent serves as programmer. The incumbent is assigned all or part of the following duties which are performed according to the needs and agenda:

  •  Identify the Team’s improvements in the Information System and data programming needs of the Unit for the strengthening of its technical cooperation and information sharing with other technical teams and Country Offices.
  •  Collaborate and contribute to the development and implementation of regional, national, and subnational health information systems (HIS) for epidemic prone diseases, for optimizing the generation, identification, collection, processing, storage, and dissemination of quality data and strategic information for policy- and decision-making in public health.
  •  Support technical cooperation programs/strategies to strengthen national capacities in the Region for the design and/or adoption, implementation, and evaluation of the PHE information systems.
  •  Analyze information technology alternatives and advocate appropriate use of technology to develop various complex technical information subsystems to enable their integration with existing health information systems.
  •  Execute software analysis activities using a client/server model, object-oriented technology and component-based development for such systems.
  •  Working in close consultation and collaboration with the Epidemiologists, participate in the design and development of IT tools for use in emergencies.
  •  As assigned, backstop activities such as but not limited to [a] Preparing presentations and related materials such as graphics and maps for use at departmental meetings; [b] participating in capacity building and training to support to Country Offices in harmonizing and strengthening data management, information products and systems as part of the implementation of best practices.
  •  Support the Organization’s emergency and disaster response operations and serve as a member of the Regional Disaster Response Team.
  •  Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

Education requirements (Qualifications)

Essential: A bachelor’s degree in computer science from a recognized university.

Desirable: A master’s degree in computer science or a related discipline would be an asset.

Experience requirements

Essential: Five years of combined national and/or international experience in a Data Management or a related field.

Languages

Essential: Very good knowledge of English and/or Spanish with working knowledge of the other language.

Desirable: Knowledge of French and/or Portuguese would be an asset.

Location:

The incumbent will work remotely from his/her place of residence.

Expected contract duration.

One year with the possibility for extension subject to performance and funding. This consultancy is expected to entail a full-time commitment.

Compensation: USD $5,000
