Job Description
The Position:
The Programme and Accountability Specialist oversees the daily implementation and progress of Implementing Partners (IPs) work plans and monitor IP program implementation according to agreed work plans related to UNFPA Turkiye cross-border operations in North-West Syria based in Gaziantep. You will collaborate with the operations and administrative support staff. You will report to UNFPA Humanitarian Coordinator in Gaziantep.

Job Purpose:
Working within a Country Office (CO) environment, you will ensure the effective management of UNFPA activities in the areas of population and development, reproductive health and gender.
Employing your programme management experience, you will oversee the work of the implementing partners. You will establish and maintain collaborative relationships with counterparts in multi-lateral and bilateral donor agencies and civil society to address emerging issues, and effectively influence diverse stakeholders to contribute to achieving UNFPA’s mandate.
You would be responsible for:
- Reviewing the political, social and economic environment relevant to UNFPA programme activities, and pursuing opportunities for UNFPA assistance and intervention.
- Support achievement of programme results by ensuring appropriate policies are applied and monitoring and oversight mechanisms are established and implemented.
- Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration.
- Monitor implementation of corporate policies and systems. Provide guidance, share good practices and make recommendations to further strengthen the role of operations providing an enabling environment for programme implementation
- Ensure timely monitoring and assurance activities for implementing partners involved in humanitarian response, in compliance with HACT.
- Monitor project implementation; establishing partnerships with executing agencies, experts, and other UN agencies to facilitate timely and efficient delivery of project inputs.
- Proactively provide inputs for proper design, costing, budget management, and utilization of IPs WPs. Analyze operational aspects of projects under UNFPA and Implementing Partner implementation.
- Contribute to developing new funding proposals by reviewing the proposed budgets ensuring that donor guides and UNFPA cost recovery policy is adhered to.
- Support the programme-operations working arrangement, processes and promote programme-operations integration maintaining a regular flow of information.
- Support preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related meetings and public events.
Qualifications and Experience:
Education:
Advanced degree in health, population, demography and/or other related social science discipline.
Knowledge and Experience:
- At least five years of increasingly responsible professional experience in the field of development and population activities;
- Experience in programme/ project management including experience in large multi-sector projects (particularly in humanitarian context), designing and appraising proposals and actively liaising with relevant and potential project partners;
- Proven experience in coordinating/managing a multi-disciplinary team of staff, experts and consultants;
- Field experience is an asset;
- Prior experience in the UN system is an asset.
Languages:
Fluency in English; knowledge of other official UN languages, preferably Arabic, is desirable.
