Job Description

The Position:

The post of Monitoring & Evaluation Database Assistant is located in Suva, Fiji as part of the UNFPA Pacific Sub-Regional Office and reports directly to the Monitoring & Evaluation Specialist. S/he will work in liaison with PSRO’s IT Assistant will focus on assisting the M&E Specialist in the planning, implementation and monitoring of the Evidence based decision making in the Pacific project.

Job Purpose: The M&E Database Assistant will support and cover the technical database aspects of the information system and data on the indicators for all 14 Pacific Island countries covered under the Pacific Sub Regional Programme (SRP6), the Transformative Agenda, NZ-UN Pacific Partnership, Pacific Spotlight Initiative, USAID funded BHA humanitarian programme; and the Supplies Pacific programme. The description of the services activities and outputs to be provided are outlined below:

  •  Work with CSF Technical Team in the implementation of the agreed schedule of activities for the DFA platform rollout consisting of: development, design and customization of the tools stages capacity development support and maintenance
  •  Assist the UNFPA PME unit to roll out the staff training on the administration and use of the database
  •  Provide technical database and focal point management support services for the EBDMP project
  •  Assist the UNFPA PSRO in the launch of the “UNFPA Pasifika Vaka Indicator Database”
  •  Work with the PSRO Information Technology unit on IT matters and related specifications required to support the implementation of the DFA platform products
  •  Attend to all database and indicator support requests from M & E senior management and country staff

You would be responsible for: The M&E Database Assistant will produce his/her deliverables digitally and submit to the M&E Specialist based on the timelines set out below:

  •  Implementation of the EBDMP project activities in liaison with CSF as the main database supplier of the software programme
  •  Work with CSF and facilitate the implementation of the project activities in the concept note
  •  Provide technical database inputs from UNFPA as required by CSF to enable them to deliver their activities and fully rollout the database requirements as outlined in the concept note. This would entail any support and facilitation to CSF in the development, design, customization to ensure full functionality of the required DFA tools for PSRO. A key task under this would be the consolidation of the master excel database and prepare for its export to the new DFA platform
  •  Attend and participate in the DFA training on Database administration and system user support under ToT modality by CSF and roll out training for UNFPA staff in Suva and in the field
  •  Attend and participate in the DFA training on DFA database system support and maintenance under the ToT modality by CSF with the PME unit staff

Technical database management support

  •  Provide technical support related to the upgrading of the PSRO excel based indicator database to the new DFA platform and application
  •  Assist the M&E Specialist in tracking and providing oversight of the project throughout the life of the project and provide project updates for presentation to management and staff.

UNFPA Pasifika Indicator Database Launch

  •  Facilitate the launching of the UNFPA Pasifika Vaka Indicator Database including the development of the programme agenda of launch in liaison with the PM unit

Liaison with UNFPA PSRO IT Unit

  •  Work closely with UNFPA IT support officer on identifying internal IT needs, specifications and requirements for the new database to fully function and made easily available to all in ended users and the wider public
  •  Indicator data storage and dissemination
  •  Attend to all queries and requests related to UNFPA indicators in the database and support its use and dissemination

Carry any other duties assigned by the supervisor or senior management team

Qualifications and Experience Education:

  •  Completed Secondary Level Education is required
  •  Bachelor’s degree or higher in Information Technology, Computing Science or Database management application systems.

Knowledge and Experience:

  •  Minimum 5 years’ experience in working with development agencies, academic institutions in the field of Information Technology, computerized information systems and/or database management application systems.
  •  Previous database design, development and management for programme indicators such as the MDGs, SDGs and or other development agency frameworks using MS Access, DI Monitoring, DevInfo or any other database management application system is an advantage.
  •  Experience in conducting training and capacity building on database and or information systems
  •  Strong data entry, verification, indicator quality assurance, analysis and analytical writing and computing skills.
  •  Knowledge of database management applications and/or including statistical software
  •  Good interpersonal, organizational, M&E, networking and communication skills
  •  Previous experience with the United Nations and/or an International Institution or Organization is preferred.

Languages: Fluency in English and knowledge of the local language is required.
