Context:
IOM’s Internally Displaced Persons (IDP) Registration activities have been providing data to the humanitarian partners for targeting and aid distribution in places where the national personnel data management systems is not available. It has been observed that a systematic registration for emergency response can help increase accountability to beneficiaries and donors, by ensuring aid reaches intended beneficiaries especially from a medium- or longer-term point of view.
In line with IOM’s data protection policy and migration data governance policy, the personnel data of the beneficiaries are classified as the data that needs highest data protection throughout the data management cycle including collection, processing, storage, sharing and disposal. Therefore, ensuring the compliance with IOM’s policies and ethical aspects, and implementing the IOM standards are essential in managing the registration activity.
Provided the sensitivity and risk associated with the registration data, and high operational demands and timely technical support, a more coordinated and systematic approaches shall be developed to ensure that the benefit of registration outweighs the risks in every operation, adequate contextual analysis are done by the experts, and highest level of safeguards are in place through proper data governance and security while ensuring the timely services to the partners.
Under the direct supervision of the Head of Preparedness and Response Division (PRD), and in coordination with the Human Displacement and Mobility Expert (DTM), the IDP Registration Officer will be responsible to coordinate and support the various aspects of development and implementation of IOM’s IDP registration activities globally.
Specifically, the IDP Registration Officer will:
Core Functions / Responsibilities:
- Review IOM IDP registration methodologies implemented by missions to incorporate IOM’s policies and principles such as data protection policy, data governance policy and data security aspects while enabling the operational capabilities to support the humanitarian response.
- Support the development of a strategic approach to guide missions on the implementation of IDP registration that provides a functional identity to the beneficiaries and facilitates a systematic aid distribution by the humanitarian partners.
- Provide guidance to the missions to conduct the risk benefit analysis, identify the risk associated with the collection, management, and transfer of the personnel data of the beneficiaries and implement the required risk mitigation measures in coordination with relevant IOM departments and inter-agency coordination mechanisms.
- Support country missions to develop registration strategies, resource mobilization, operational plans and engaging partners to develop a coordinated multi-stakeholder approach for the IDP registration activities.
- Provide guidance on managing the data life cycle and implementing the data governance for the personal data collected through the IDP registration activities.
- Manage the IDP registration system, Biometric Registration and Verification System (BRaVe) development process by identifying the processes, people and technology that suits the various context where IDP registration is used for providing humanitarian assistance.
- Manage the requirements gathering from users, conducting business analysis and selection of technology to excel the BRaVe functionalities to support the field operation while ensuring the compliance with IOM’s policies and best practices in the industry.
- Provide guidance to the BRaVe development teams by setting objectives, deliverables and developing workplans to manage the development and quality control processes.
- Coordinate with other partner agencies implementing similar systems to develop seamless interoperability as required to enable the operational capabilities in line with IOM’s data sharing protocols.
- Represent IOM and participate in relevant inter-agency fora and advise on the context specific approaches to ensure a multi-stakeholder approach on the IDP registration for humanitarian response while upholding the data protection policy of IOM in coordination with relevant IOM departments.
- Ensure systematic internal coordination in relation to the implementation of IDP Registration implementation worldwide, including with: the Department of Legal Affairs to ensure the registration methodologies and tools are compliance with IOM policies and other applicable regulatory/compliance standards, the Department of Information and Communications Technology to ensure the required data security measures are in place to ensure standard technological safeguards are implemented, and other IOM departments managing beneficiary data to harmonize the data management protocols and ensure interoperability standards.

Required Qualifications and Experience:
Education
- Master’s degree in Computer Science, Information System Management, Product Management, Geographic Information Systems, Project Management, or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- A minimum of 5 years of progressively responsible experience in information management or registration in humanitarian response settings and/or for emergency preparedness, or other related area;
- Proven experience in analyzing the processes and developing systems to effective process management with clear roles to the individuals using appropriate technologies; and,
- Proven experience with coordinating or collaborating with multiple agencies and partners on a project or programme.
Skills
- In-depth understanding of the information management for humanitarian response and preparedness;
- Planning and engaging various stakeholders to develop a consolidated approach;
- Demonstrated understanding of system thinking, process management and ability to compile and holistically analyse diverse process and data;
- Managing data management cycle for the personal and sensitive data; and,
- Developing guidance, briefings, and training to the teams.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
