Background:
The work of the Programme Office in Bishkek focuses on a range of security issues including countering terrorism, border security and transnational threats such as human trafficking, to developing the country’s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies. Within this context, the Politico Military Department, which implements the project, covers a broad variety of tasks related to transnational threats and law enforcement co-operation, with an emphasis on security sector governance, the fight against terrorism and violent extremism, and the fight against organized crime and drug trafficking.
The post is located in the Politico-Military Department (PMD) within the OSCE Programme Office in Bishkek. It is an extra-budgetary (ExB) post within the project “Reducing risk of illicit small arms and light weapons, ammunition and explosives proliferation across border of Kyrgyz Republic” that is currently envisaged to last three and a half years (January 2023 – June 2026).
Tasks and Responsibilities:
Working under general supervision of National Project Officer, the Project Assistant provides technical support and facilitates process delivery in project administration by performing tasks of substantial variety and complexity that require the selection, interpretation and assembly of information and data from several sources in examining problems for which several possible solutions exist but which are normally covered by general practice. The incumbent will be expected to provide support to the implementation of other projects in this domain, should they be identified in due time by the OSCE POiB, the OSCE CPC/FSC Support Unit and governmental stakeholders. The Project Assistant will assist the project team in Small Arms / Light Weapons (SALW) control and border security and management domain as well as perform other duties.
Under the overall supervision of the National Project Officer, the successful candidate will be tasked with the following duties:
- Drafting routine and non-routine correspondence (both on administrative and substantive project matters), working documents and background material pertaining to issues addressed through project activities, including concept notes and sections of project reports and briefing papers; elaborating documents into adequate style, language and format, and proofreading documents and editing texts for accuracy, grammar, punctuation and style in accordance with standard practices.
- Assisting in the development and implementation of project activities by liaising with counterparts and facilitating their participation, drafting terms of reference for the employment of consultants and implementing partners, and monitoring the implementation of activities and submission of reports by the implementing partners and consultants.
- Supporting preparation and execution of programmatic events, such as trainings, exchange programmes conferences and seminars, as well as official and donor visits within the ExB project.
- Performing all administrative tasks such as schedules and arrangements for meetings and other events, reservations, budget follow-up, research for information and reference material as well as preparing requests/documents, e.g. raising procurement requests in IRMA, travel requests/authorizations, expenditure authorizations, visa applications, etc.
- Using Enterprise Resource Planning, initiating and following up on actions related to requisitions, recruitment of consultants, training and study tours, travel authorizations requests/claims and dealing with all related inquiries.
- Undertaking computer based searches, collating, selecting and interpreting information necessary for the development of project activities and events as well as assisting in the preparation of papers and presentations by extracting/summarizing statistics.

Necessary Qualifications:
- Completed secondary education, supplemented by specialized training or formal studies in social sciences or any other field relevant for the post/project.
- Minimum four (4) years of working experience in project management and/or administration, part of which should preferably have been in an international environment. A first-level university degree in a relevant field shall be considered as a substitute for one year of working experience, an advanced university degree for two years of working experience;
- Experience in project planning, implementation and reporting;
- Ability to conduct research and collect information from a variety of sources;
- Established organizational, communication and interpersonal skills;
- Computer literate with practical experience in Microsoft Office and project/task management software applications.
- Ability to work with people of different nationalities, religions and cultural backgrounds.
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
- Professional fluency in English with excellent communication (both oral and written) skills; professional fluency in Russian & Kyrgyz would be an asset.
Remuneration Package:
Monthly remuneration, subject to social security deductions is 899.66 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
