Context:

The government of the Democratic Republic of the Congo (DRC) launched Programme de désarmement, de démobilisation, de réintégration communautaire et de stabilisation (PDDRCS) in July 2021 with the aim of using a community-based approach to the reintegration of ex-combatants. The approach seeks to address the root causes of conflict through the inclusion of stabilization, governance, and socio-economic development approaches. This new initiative has created a strategic opportunity and significant political momentum to strengthen peace and stability in eastern DRC.

In support of this important stabilization opportunity, the Stabilization Coherence Fund (SCF) has allocated funding for DDR pilot projects on the reinsertion phase of the DDR process in the eastern provinces of North Kivu, South Kivu and Ituri. The pilot project are fully aligned with the priorities of the PDDRCS to contribute to the preparation of communities of return in priority areas for the reinsertion and reintegration of ex-combatants in order to create the conditions for peaceful coexistence and peacebuilding.

Under the overall supervision of the Chief of Mission (CoM) in Kinshasa and the direct supervision of the Head of the TRD Programme in Kinshasa, the Project Manager (Return, Reintegration and Recovery (RRR)) will be responsible for the management, implementation, budget oversight, staff supervision, and strategic development of the DDR programming in the eastern DRC.

Core Functions / Responsibilities:

  1. Manage the overall implementation of the return, reintegration and recovery (RRR) projects in Tanganyika province in a timely manner, and be responsible for its financial backstopping and administrative and technical oversight in line with IOM policies and practices as well as donor requirements.
  2. Actively contribute to the development of the conflict sensitivity, gender sensitivity and monitoring and evaluation (M&E) frameworks of the RRR projects, in coordination with the Programme Coordinator, Project Support Unit, the Regional Office, national and local authorities, beneficiary communities and other relevant stakeholders.
  3. Facilitate the positioning of IOM, in accordance with institutional strengths and mandatevis-a-vis other RRR and Durable Solutions partners in the province and at the national level.
  4. Represent IOM at relevant meetings (platforms related to Durable Solutions, Returns, Early Recovery, Stabilization, etc.) and with government and stakeholders relevant to the projects and programme.
  5. Establish and maintain linkages with other programming units to facilitate the triple nexus approach with Migration Health, Camp Coordination and Camp Management (CCCM) and the Displacement Tracking Matrix (DTM).
  6. Manage the performance, recruitment and capacity building of programmatic staff under his/her supervision.
  7. Maintain oversight over project deadlines, financial and narrative reporting requirements in coordination with the Project Support Unit and in accordance with IOM Rules and Regulations and donor requirements.
  8. Regularly coordinate and share implementation updates with the Programme Coordinator and Project Support Unit, other UN agencies and donors for enhancing internal/external coordination and public relations.
  9. Establish and maintain strong partnerships and timely liaison with implementing partners, the donor community, government entities, local authorities, UN agencies and other stakeholders on plans and implementation status as well as technical issues that may need to be addressed.
  10. In close coordination with the Project Support Unit, contribute to concept notes, project proposals and budgets and actively liaise with existing and potential donors to identify potential and realistic funding opportunities.
  11. In close coordination with other units, particularly Displacement Tracking Matrix Unit, lead on developing an evidence base for RRR projects and programmes through research, feedback mechanisms and the application of best practices.
  12. Manage donor trips and external monitoring.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Peace Studies, Conflict Resolution, International Development, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience implementing and managing stabilization, reintegration, recovery, development and/or durable solutions projects in a post-crisis volatile setting;
  • Experience in conflict sensitive and gender sensitive programme implementation;
  • Experience in resource mobilization, project development, monitoring and evaluation;
  • Experience in facilitating and coordinating capacity building trainings;
  • Strong budgeting and general analytical skills and familiarity with financial management;
  • Experience in handling sensitive situations (fraud, PSEA) and cultivating productive partnerships;
  • Working experience in the DRC is a distinct advantage; and,
  • Experience in working with programming related to mental health and psychosocial support(MHPSS) is a distinct advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
