About this position (business unit, reports to, job summary)
The objective of this consultancy is to provide support for the management and implementation of the loan and technical cooperation programs led by the Division of Social Protection and Health in Suriname, in alignment and support of the Country Strategy.
We are looking for a highly proactive project manager with experience in the public sector of Surinam and experience in the management of social development programs. As a consultant in support of the Social Protection agenda, you will support the Team Leader in the management and supervision of the loan and technical cooperation programs in the country, and support a permanent technical dialogue with authorities from the Ministry of Social Affairs and Public Housing.
The Social Sector (SCL) is a multidisciplinary team convinced that investing in people is the way to improve lives and overcome the development challenges in Latin America and the Caribbean. Jointly with the countries in the region, the Social Sector formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services. The objective is to advance a more productive region, with equal opportunities for men and women, and greater inclusion of the most vulnerable groups.
The Social Protection and Health Division (SPH) is tasked with the preparation and supervision of IDB operations in borrowing member countries in the areas of social protection (safety nets and transfers and services for social inclusion which include: early childhood development, youth programs, care services for dependency, among others), health (health capital investment strategies, health networks strengthening, health system financing, organization and performance, etc.) and nutrition.
What you’ll do :
- Provide the IDB Team Leader with technical assistance and support to the development of policy dialogue in Suriname, specifically with the Ministry of Social Affairs and Public Housing.
- Support to operational, technical and monitoring processes related to the management of SPH’s Programs in Suriname.
- Facilitate technical dialogue with government counterparts and provide support to the Project Implementation Unit (PIU) in the preparation and follow up of planning and implementation tools such as PEP, AOP, Financial Plan, and Procurement Plan.
- Participate in internal meetings with the Team Leader to monitor progress, and in meetings with government counterparts to support implementation.
- Support the Team Leader in the implementation of the Program to Support Vulnerable Populations in Suriname specifically in supporting the development of targeting mechanisms for identifying vulnerable populations and enrolling in cash transfer programs, the expansion of digital payments, and the digital transformation of the Ministry specifically as it relates to the expansion of the Beneficiary Information System.
- Support the Team Leader in the execution and monitoring of technical cooperations products, including monitoring progress of technical assistance products, updating the planning and monitoring tools, and ensuring effective implementation.
- Support the Team Leader in monitoring the PIU’s development of all planning and monitoring tools, supporting the PIU in the development of Semester Progress Reports, Project Monitoring Reports, revision of justifications of expenses, revision of disbursement projections and documents.
- Support the Team Leader in the design of new social protection operations including the monitoring of project calendar, organizing meetings, recording and following up on agreements, conduct research and gathering data from household surveys and administrative data, as well as visiting national, regional, and field offices to conduct interviews and map processes.
What you’ll need
Education: Bachelor’s degree (or equivalent advanced degree) in the Social Sciences, Economics, Public Policy, International Development, or other fields relevant to the responsibilities of the role. A Master’s Degree in these fields of study is highly desirable, as well as training or certification in project management.
Experience: At least 2 years of progressive experience in the management of public sector programs, plans or policies and demonstrated experience in project management.

Requirements:
- Citizenship: You are either a citizen of Suriname or a citizen of one of our 48-member countries with residency or legal permit to work in Suriname.
- Consanguinity : You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
