Organisational Setting and ReportingThe Office of the Victims’ Rights Advocate (OVRA) was created as part of the four-pronged strategy set out in the 2017 report of the Secretary-General to the General Assembly on special measures on protection from sexual exploitation and abuse: a new approach (A/71/818). The Office supports the mandate of the Victims’ Rights Advocate directed to ensuring that the rights and dignity of victims are at the forefront of all elements of the United Nations system-wide response to sexual exploitation and abuse alleged to be perpetrated by United Nations uniformed or civilian personnel and non-United Nations troops serving under a Security Council mandate. This position is located in the Office of the Victims’ Rights Advocate. The staff assistant reports to the Human Rights Officer and the Victims’ Rights Advocate. The staff assistant will act as Personal Assistant to the Victims’ Rights Advocate.

Responsibilities

Within delegated authority, the Staff Assistant will be responsible for the following duties: Human Resources Management

  •  Responds to inquiries and provides information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations.
  •  Oversees the maintenance of vacancy announcement files and keeps track of status of vacancy announcements.
  •  Monitors staffing table and prepare relevant statistical data/charts.
  •  Acts as time manager for the Office: records and monitors leave requests.
  •  Processes travel requests and submits travel reports on Umoja. Budget and Finance
  •  Assists in the preparation and review of financial and human resource proposals/requirements.
  •  Consolidates budget/work programme with respect to Headquarters’ budget, trust funds, grants and procurement.
  •  Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
  •  Assists in the elaboration of resource requirements for budget submissions.
  •  Assists in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
  •  Assists in the preparation of financial reports from Umoja system generated reports.
  •  Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. General Administration
  •  Provides administrative support for the Office and the Victims’ Rights Advocate.
  •  Maintains and updates the calendar of meetings for the Office Drafts correspondence and other communications related to the work of the Office.
  •  Drafts routine correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters.
  •  Coordinates extensively with internal team members and liaises frequently with Senior Victims’ Rights Officers and relevant colleagues in the field.
  •  Performs other related administrative duties, as required (e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating seminars, conferences and translations). Contract Administration
  •  Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services.
  •  Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including: UN grounds passes, property passes, UN parking permits, swipe-card access and door keys.

EducationHigh school diploma or equivalent is required.

Work Experience

  •  A minimum of seven years of progressively responsible experience in administrative services, finance, accounting, audit, human resources or related area is required.
  •  Experience providing administrative support to senior level officials, including coordination of their scheduling, travel arrangements and service -wide activities, such as meetings or trainings they have to attend or chair is desirable.
  •  Experience in human resources is desirable.
  •  Experience in finance, accounting, audit or related area is desirable.

LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is a desirable.

AssessmentEvaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

  •  This position is available until 16 April 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
