Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Displacement Tracking Matrix (DTM) has been the International Organization for Migration’s (IOM) main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 2004. It has been systematically deployed in medium to large-scale humanitarian response operations in the last five years, including in all Level 3 emergencies. During 2019, DTM has been active in over 60 countries, tracking and monitoring over 14.5 million displaced persons worldwide.

The DTM Operations, Coordination and Support (OCS) Unit assembles expertise in operations and coordination, methodology and concept development, mapping and Geographic Information Systems, statistical analysis, database and application system development, and data and information management. The OCS provides a full range of support from the initial development and setup to continuous support on operations, staff deployment, data management, mapping, database systems, and development of information products. At the global level, the team is striving to enhance the DTM by providing technical expertise, supporting the integration of innovative technologies, improving capacity building components, and designing streamlined and harmonised processes.

Recent significant scale up of both DTM operations in the field and global development initiatives requires further strengthening of the global DTM OCS Unit to ensure effective and efficient implementation of global projects as well as to maintain and keep improving the quality and expansion of DTM in the field.

Under the direct supervision of the Human Displacement and Mobility Expert (Head of OCS), the Project Officer (Displacement Tracking Matrix (DTM)) will provide technical support and guidance for the implementation of DTM operations per the methodological framework structure, participate in training sessions and workshops on DTM processes and support project development of DTM worldwide operations. The incumbent will work closely with the Regional Offices (RO) and Country Offices (CO), supporting the country operations.

Core Functions / Responsibilities:

  1. Provide technical support and guidance for the implementation of DTM operations worldwide when tasked by the Global, RO or CO. All implementation must be aligned with the DTM Methodological Frameworks using the global DTM applications for data collection (e.g. DTM Data Dictionary).
  2. Provide technical inputs to support the further development of the methodological framework‘Human Mobility in the context of Environmental and Climate Change: Assessing current and recommended practices for analysis within DTM’, focusing on how climate induced mobility is captured throughout DTM operations.
  3. Support DTM capacity building initiatives by contributing to the development of training and guidance materials and by participating in DTM global training and data management workshops.
  4. Research, draft and submit other documents necessary for project development, reporting, and donor liaison purposes and support the analysis of DTM data and the production of reports at global, regional, and country levels.
  5. Provide general administrative and technical support for the preparation and organization of conferences, meetings, trainings, and other events, as well as communication and liaison activities within IOM, to donors and other counterparts.
  6. Assist with liaison activities with relevant internal and external counterparts and stakeholders on project management processes and monitoring issues as required.
  7. Check that the implementation of DTM programmes and projects adhere to Ethical Guidelines for Data Science, IOM Data Protection Policy and Information Technology and Communication (ITC) Policies and Standards, and bring issues to the prompt attention of the supervisor.
  8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Science, Humanitarian Affairs, Development Studies, Political Science, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in DTM implementation;
  • Experience in development of DTM strategic and operational planning, DTM project development, liaison with all stakeholders including government counterparts, humanitarian partners, donor agencies, and various internal IOM programme units;
  • Direct experience in the design, development, and implementation of data management cycle, from planning to reporting;
  • Experience in coordinating activities at global, regional and cross-regional level.Excellent writing and communication skills, efficiency, and flexibility.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of either Spanish and/or French is an advantage.
