The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Transnational Threats Department (TNTD), as part of the OSCE Secretariat in Vienna, Austria, plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates.

The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU).

As part of the TNTD, the Strategic Police Matters Unit (SPMU) was set up to assist the participating States upon their request to address threats posed by criminal activity and to support general police development and reform. The SPMU serves as the Organization’s main focal point for all OSCE police-related activities.

Tasks and Responsibilities:

Under the direct supervision of the Project Manager (TNTD/SPMU Senior Programme and Analysis Officer), the successful candidate will be tasked with the following duties:

  •  Performing general office support services for the project, including a variety of administrative duties such as meeting, seminar and event organization, travel and hotel arrangements, reservations, supplier and liability release forms, and preparing and/or processing administrative requests/documents such as travel requests, expense claims, vouchers, visa applications, etc.
  •  Drafting correspondence and documents including meeting notes and reports, drafting administrative reports and replying to routine correspondence; drafting procurement documents.
  •  Collecting information on project topics and preparing information for meetings, background files, power point presentations, and other communications.
  •  Monitoring project progress in close co-ordination with the project manager and project partners if any, and assisting in the preparation of project progress reports and other narrative and financial reports on the implementation of the ExB project, as required; monitoring project expenditures; ensuring that the payments are processed correctly, following up on open payments and contributing to the final project self-evaluation reports to the donor with regard to information on expenditure and implementation of activities.
  •  Liaising with donors, implementing partners and/or national authorities of the beneficiary countries in developing and implementing the capacity building activities.
  •  Performing other related tasks as assigned.

Necessary Qualifications:

  •  Completed secondary education, supplemented by formal training or studies in secretarial or administrative work;
  •  A minimum of three years of working experience in an international environment;
  •  Experience in multilateral affairs, project management (implementation and evaluation) is highly desirable;
  •  Experience in police reform-related programmes and projects is a distinct asset;
  •  Procurement, contracting and/or budget knowledge would be an asset;
  •  Demonstrate planning and organizing skills, including prior experience in organizing meetings, trainings and/or conferences;
  •  Excellent drafting and reporting skills;
  •  Demonstrated research and analytical skills;
  •  Professional fluency in English with excellent communication (both oral and written) skills; knowledge of other OSCE languages is a distinct asset;
  •  Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  •  Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  •  Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration is approximately EUR 3,808 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
