CONTEXT AND BACKGROUND :

With 27.3 million highly food-insecure people, DRC is the largest food security crisis in the world in absolute numbers. The Democratic Republic of the Congo (DRC) has the highest estimated number of food-insecure people worldwide, with 27.3 million people who are food insecure between February and July 2021, representing about 28% of analysed population. Of this figure, 20.5 million people are facing “crisis” levels (IPC Phase 3) and 6.7 million people are facing “emergency” levels (IPC Phase 4) of food insecurity. An additional 41 million people are in a “stressed” state with high risk of slipping into food insecurity. Humanitarian actors continue their assistance operations despite the difficulties of access and insecurity in several provinces of the country; following the crisis in the East, WFP has scaled up its operation in 2022 despite funding challenges.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The position of the Programme Policy officer – Cash Based Transfers (CBT) is based in the Kinshasa Country office of WFP in DRC and reports to the Head of the CBT unit, under the WFP Programme unit in the DRC CO. The incumbent will work in close coordination with other programme colleagues, as well as the Area and Sub-Offices of WFP in DRC, to make sure that the CBT processes and activities included in the Country Strategic Plan (CSP) on Emergency and Resilience assistance are well managed and coordinated. More specifically, the national CBT Programme Policy Officer will support the head of unit in planning, implementation, and reporting of CBT response. He/she will guide CBT activities planning, support with implementation, and overcome constraints to deliver WFP’s response in the field.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme and CBT policies and guidance.
  2. Provide project management support to modality implementation within programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  3. Develop and coordinate CBT data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  4. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  5. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
  6. Support the identification, development and management of potential partnerships (UN agencies, NGOs, government and private sector) to collaborative working leading to improved food assistance packages.
  7. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.
  8. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.
  9. Monitor donor funds level and ensure timely utilization of funds according to programme and donor requirements.
  10. Represent WFP in cash coordination forums (national cash working group) and provide reports accordingly.
  11. Other duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Advanced University degree in International Affairs, Economics, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

  • Minimum three (3) years of postgraduate and relevant progressively responsible experience in the field of humanitarian assistance, in various field locations, including direct relevant experience in assistance with Cash modalities at Country Office/Field Offices.

Knowledge & Skills:

  • Has deepened technical knowledge on Cash modality implementation through exposure to technical teams.
  • Has taken leadership of implementing programmes delivered through cash modalities discussions and decisions.
  • Proven experience in leading, motivating and developing high-performing teams.
  • Ability to quickly develop and cultivate networks and partnerships with internal and external stakeholders.

Languages:

Fluency (level B) in English language and Fluency (level C) in French language.
