Organisational Setting and ReportingThe mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. This position is located in the Capacity Development and Partnerships Section (CPS) in the Strategy and Programme Management Division of the Economic and Social Commission for Asia and the Pacific. The incumbent reports to the Partnership Officer in CPS.

Responsibilities

Under the direct supervision of the Partnership Officer, the incumbent will perform the following duties:

  •  Assists in the coordination of programme/project planning and preparation work for selected subprogrammes; monitors status of programme/project proposals and receipt of relevant documentation for review and approval;
  •  Compiles, summarizes, and presents basic information/data on specific programmes/project and related topics or issues; assists with the maintenance of web-based information;
  •  Reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval.
  •  Provides administrative support for donor relations, partnerships and agreements including South-South Cooperation portfolio and the organization of the annual Asia-Pacific Directors General Forum.
  •  Serves as focal point for administrative coordination of programme/project implementation activities, involving extensive liaison with a diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g., recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
  •  Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc., and brings to the attention of management.
  •  Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records/databases; organizes meetings, workshops; handles routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc.
  •  Provides guidance/training to new/junior staff.
  •  Performs other related duties as assigned.

EducationHigh school diploma or equivalent is required. A first-level university degree may be accepted in lieu of two years of required experience.

Job – Specific QualificationPassing the GGST is required for recruitment consideration in the General Service and related categories in the United Nations Secretariat. Successful passing of the United Nations Administrative Support Assessment Test (ASAT) in English or French or successful passing an equivalent locally-administered test at Offices Away from Headquarters, may be accepted in lieu of the GGST. Work ExperienceA minimum of five years (or three years if graduated with a bachelor’s degree) of experience in programme or project administration, technical cooperation or related area is required. Experience in the United Nations Common System or international organizations similar to UN Common System is desirable.

LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Special NoticeThis is a temporary position and will initially be available for six months. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment.
