Background information – Asia Regional Health Cluster

The Asia Regional Health Cluster (ARHC) was established in 2018 for efficient delivery of Global Fund grants implementation, technical assistance of health initiatives and programmes, and the provision of quality pharmaceuticals and health products in the Asia Region of UNOPS. The ARHC aims to significantly impact the targets of UN Sustainable Development Goal 3 on good health and well-being, by expanding the population benefitting from UNOPS-managed health-related engagements across the Asia Region.

The ARHC portfolio manages the Principal Recipient (PR) Programme of the Global Fund to fight AIDS, Tuberculosis and Malaria (Global Fund) in Asia, currently with grants in Cambodia, Lao, Myanmar, Thailand and Vietnam. UNOPS as a PR, is responsible for delivering the targets set out in the grant agreements in collaboration with selected sub-recipients from the National Programmes, local and international non-governmental organizations (NGOs), academic and private sector institutions and UN agencies.

Background Information – Job-specific

As part of the UNOPS Procurement / Logistics Unit and under the direct supervision and guidance of the Senior Procurement Advisor Asia Region , the Logistics Specialist will be responsible for assisting, supporting and/or coordinating logistics activities undertaken by UNOPS within the GFATM cooperation framework to ensure that SR’s and Donors needs are satisfactorily met.

The incumbent, on behalf of UNOPS as a Principal Recipient under the GFATM Grant for HIV/AIDS, Tuberculosis and Malaria and in accordance with the Financial Rules and Regulations applicable to UNOPS, the policies and procedures governing UNOPS procurement activities, the procurement and quality assurance policies of the GFATM as well as the governmental Laws and Regulations linked with the importation and distribution of goods and pharmaceutical products in country, will be directly responsible for:

  •  Monitoring storage and distribution of medicines, health devices and equipment and non health products procured under GFATM Grant
  •  Making activity planning
  •  Supervising staff under his/her responsibility
  •  Monitoring logistics activities conducted by the SRs

The Logistics Specialist will also be in charge to support the Senior Procurement Advisor Asia Region to monitor the supply chain activities linked with the program implementation like:

  •  Organisation and/or preparation of meeting/workshop/training with sub-recipients, technical/contractual partners and the Local Fund Agent (LFA) to ensure a good implementation of the work plan / achievement of the objectives, to strengthen UNOPS team and SR’s capacity and to insure a good coordination and communication with the all partners.
  •  Warehouses renovations / organisation
  •  Quality Assurance activities related to supply chain.

Functional Responsibilities

ACTIVITIES AND RESPONSIBILITIES

Goods Importation, Storage and Distribution

  •  Supervise custom clearance and reception of the goods and ensure that they are well registered in the Monitoring sheet.
  •  Follow SRs complaint regarding the quality of the goods at reception time and report timely to the Senior Procurement Advisor Asia Region;
  •  Prepare and schedule training related supply chain management of health products for team members and Sub-recipients ;
  •  In collaboration with the procurement team and SRs, develop supply chain strategies.
  •  Prepare the relevant sections of the GF PUDRs timely.
  •  Work with team member counterparts on supply chain needs and provide the technical support on supply chain management .
  •  Proper implementation of the LMIS in the field. Regular review of the SOPs and changes made as per the changing requirement.
  •  Assist in coordination of storage and distribution activities with all Sub-recipients under the GFATM grant (review/analyze stock reports and provide feed-back);
  •  Develop monitoring tools related with storage and distribution and update on regular bases standard operating procedures to ensure best practices on storage and delivery;
  •  Monitoring team members and Sub-recipients on all process and procedures used as well as keeping informed the progress of individual delivery schedule;
  •  Monitor storage and distribution of pharmaceuticals and health products procured under the GFATM grant;
  •  Monitor and ensure that goods and services are provided according to SRs needs;
  •  In collaboration with In country Quality monitoring team develop sampling plan for quality testing of medicines and coordinate the sampling of medicines;

Monitoring and Progress Control

Communication / Evaluation / supervision

  •  Assist Senior Procurement Advisor in maintaining good coordination with the Local Fund Agent (LFA) on supply chain issues;
  •  Supervise staff under his/her responsibility.
  •  Ensure regular communication with technical, contractual partners and sub-recipients to ensure achievement of objectives and implementation of the work plan;
  •  Provide advice and technical support to Sub-recipients on storage and distribution.
  •  Monitor and supervise the in country monitoring and evaluation activities related to supply chain management especially Storage, inventory & distribution management;
  •  Monitor filing system and ensure that files are well maintained for audit trails;

Team Management

  •  Facilitate the engagement and provision of high quality results and services of the team supervised through effective recruitment, work planning, performance management, coaching, and promotion of learning and development.
  •  Provide oversight, ensuring compliance by team members with existing policies and best practices.

Other Tasks and duties

  •  Monitor the cost of the different procurements link with warehouse renovation and distribution with a view to have a database of the different expense link with supply chain activities;
  •  Assist the logistics & procurement team and the admin team with regards to operational tasks such as inventory, budget preparation;
  •  Provide technical supports and advice to procurement teams on preparing contract for transport and warehousing services;
  •  Perform other program related duties as may be assigned by the supervisor;

Impact of ResultFinal Product

  •  Development of Standard operating procedures to ensure clearance, Good Storage and Distribution practices as per WHO and GFATM guidelines;
  •  Development of plan for monitoring of storage and distribution of pharmaceuticals and health products procured under the GFATM grant;
  •  Development of training plan for team members and Sub-recipients of all process and procedures used in storage and distribution;
  •  Monitoring report relating activities of the different SRs in the country.
  •  Monitoring tools updated
  •  Development of delivery schedules in collaboration with team members of counterparts, sub recipients, and the clients;
  •  Assist QA/QC team to develop a sampling plan for quality testing of medicines.
  •  Update the relevant portion of PU/DR on time.

Education/Experience/Language requirements

Education

  •  A Master degree is required. Preferably in logistics , business administration or related fields or
  •  Additional 2 years of similar experience with a Bachelor Degree is considered as equivalent.

Experience

  •  A minimum 5 years’ of professional experience in logistics, Procurement or Supply Chain Management field is required.
  •  Knowledge of international pharmaceutical and supply management system would be an asset.
  •  Knowledge of Good storage and Distribution Practices established by the World Health Organization would be an asset.
  •  Logistics/ Inventory background would be an asset.
  •  Knowledge of UN rules and regulations, particularly UNOPS procurement procedures would be an asset.

Language

  •  Fluency of English and Myanmar language is required.
