Organizational Setting The Regional Office for Asia and the Pacific (RAP) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the region and, in collaboration with the offices, centres and divisions at headquarters, develops, promotes and oversees FAO’s strategic response to regional priorities. RAP also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. RAP develops and maintains relations with region-wide institutions including the UN Economic and Social Commission for Asia and the Pacific (UNESCAP) and regional intergovernmental organizations.

The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

The post is located in RAP, Bangkok, Thailand.

Reporting Lines The Livestock Development Officer reports to the Senior Animal Production and Health Officer.

Technical Focus Livestock production.

Key Results Research, technical analysis and project related services to support the delivery of programme projects, products and services.

Key Functions

  •  Researches and analyses technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services;
  •  Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages;
  •  Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects;
  •  Collaborates in the development of improved/updated tools, systems, processes and databases;
  •  Participates in multidisciplinary teams, and/or leads working groups/teams collaborates with other divisions/offices and agencies on work groups and committees and promotes best practices;
  •  Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within Members’ countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;
  •  Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;
  •  Supports resource mobilization activities in accordance with the FAO Corporate Strategy.

Specific Functions

  •  Provides technical support to deliver the RAP Animal Production and Health Module (AHP) and One Health Regional Programme Priority Area;
  •  Serves as a project Lead Technical Officer and/or a Project Task Force Member for livestock development and production field programmes or projects in the region including regional and country Technical Cooperation Programmes (TCP) projects and other externally funded projects;
  •  Provides technical advice to RAP Decentralized Subregional and Country Offices on livestock sector development, sustainable livestock production, climate smart livestock interventions, dairy production, and agrifood systems transformation in the livestock sector;
  •  Supports development of pipeline proposals, concept notes and resource mobilization for livestock development projects including regional and country TCP projects and other externally funded projects;
  •  Provides policy support on livestock development to Members;
  •  Supports the Animal Production and Health Commission for Asia and the Pacific (APHCA); and
  •  Supports coordination and harmonization of regional livestock programming with the FAO Animal Production and Health Division (NSA), Committee on Agriculture’s (COAG) Sub-Committee on Livestock, and other relevant headquarters initiatives.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  •  Advanced university degree in animal science, livestock production, veterinary medicine, or related field.
  •  Five years of relevant experience in livestock production: nutrition and feeding systems, genetic improvement, husbandry and management, climate change adaptation and mitigation, or related fields.
  •  Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

  •  Work experience in more than one location or area of work, particularly in field positions;
  •  Extent and relevance of experience and knowledge in livestock production, livestock development, and climate smart livestock production;
  •  Knowledge and experience on livestock policy development, preparation of technical livestock guidelines and manuals, and climate smart livestock production is an advantage;
  •  Extent and relevance of experience in developing, writing, implementing and managing livestock sector field projects, and preparing related documents and reports;
  •  Experience and depth of familiarity/engagement with relevant livestock stakeholders along value chains from farm to fork (producers to consumers) including governments, private sector, research and academia, and civil society;
  •  Extent and relevance of experience in the multisectoral collaboration that supports livestock sector agrifood systems transformation that results in sustainable and safe food production;
  •  Ability to analyse complex animal production systems;
  •  Ability to work under pressure in an independent manner;
  •  Ability to work well with across cultures and with diverse members of the programme team;
  •  Intermediate to advanced computer skills in the use of standard office software, such as MS Office (Word, Excel, Power Point) and related software application and development;
  •  Knowledge and experience in the Asia and the Pacific region, particularly on climate smart livestock and dairy production preferred.
