Job Description

Background:

Since 2011 UNFPA Turkiye has been actively involved in the humanitarian response within the framework of the government endorsed UN Regional Refugee and Resilience Plan (3RP) to refugees in Turkiye. Since February 6, UNFPA provides life-saving services to earthquake survivors in affected provinces and other provinces around the country where the affected population was relocated.

Implementing its mandate, UNFPA works in close collaboration with line ministries, their provincial directorates, NGOs, universities and other UN agencies to support national systems to provide quality services (health and protection) with a wider coverage. UNFPA runs its programme to ensure that sexual and reproductive health rights of refugees and host communities are met; the risks of maternal and newborn mortality and morbidity, HIV infection, unwanted pregnancy, sexual violence and exploitation and other reproductive health-related conditions are addressed and protection services are provided without barriers such as language. For this purpose, in 2023 , UNFPA supports Women and Girls Safe Spaces, Youth Centers, Refugees with Disability Service Units, Refugee Women and Youth Support Centers, Key Refugee Group Service Units, Men and Boys Service Units and a Women’s Shelter in Turkiye . Following the earthquake, to respond to the emergent needs of EQ survivors in the affected provinces, UNFPA scaled-up its operations and started to provide SRH and protection services through 9 mobile teams.

Information and data management is a crucial aspect of the programme delivery, both for humanitarian and develop ment components . Information and data management covers the assessment, design, implementation, monitoring and evaluation of data and statistical related activities. This includes assessment of the information landscape; definition of information and data needs; design of data and information activities, including data collection, analysis, storage and dissemination; implementation of data and information management activities; and monitoring and evaluation of data management activities. It is needed to deliver robust and comprehensive assessments and evaluations, and to support results-based planning, monitoring and reporting of the programmes implemented by UNFPA and its partners.

The Position:

The consultant is expected to work for 6 months and the consultancy will be Ankara based. Office space at the UNFPA Office in Ankara and a computer will be provided by UNFPA.

The consultant will provide monthly activity reports (electronic), including the details of working days and tasks on the last working day of each month and the acceptance of services at the end of each completed month will be certified through a Certification of Payment to be countersigned by both parties (IC and UNFPA) and a monthly activity report to be submitted by the consultant including the details of completed tasks and progress.

Under the overall guidance of Humanitarian Programme Coordinator and direct supervision of M&E Specialist, the Information Management System Support Consultant works in close collaboration with the Information Management Associate, Data Analysis & Reporting Associate, ICT Associate and the rest of the programme team to support data and information management activities in Turkiye.

Job Purpose:

To strengthen its evidence-based response and support its information and data management system, UNFPA will be hiring an Information Management (I M) System Support C onsultant. Overall, the consultant will provide support on IM products, help and implement higher IM standards and policies as per UNFPA guidelines, and provide technical support and solutions to meet the needs of the Humanitarian program and implementing partners.

You would be responsible for:

I n line with ICT and other relevant rules, regulations and standards of UNFPA,

  •  Supporting the technology infrastructure for the UNFPA Turkiye Information Management System, including implementation and management of the software applications and hardware infrastructure that support its operation.
  •  Implementing security measures.
  •  Supporting the development of new IM products to monitor the UNFPA humanitarian response to EQ affected population.
  •  Coordinating the internal assessment of the existing IM systems, identifying gaps in data management (including risks, support services, stability, effectiveness)
  •  and strengthening them in line with the Country Programme monitoring and reporting needs.
  •  Contributing to the design of data strategies and systems as per the results frameworks of programmes/projects and with the aim of beneficiary and service tracking and reporting.
  •  Reviewing and assessing the functionality and efficiency of the new released IM products and providing solutions for improvement.
  •  Contributing to database maintenance through identifying, diagnosing and escalating for the resolution of technical user errors, bugs and queries related to the UNFPA IM system.
  •  Performing regular checkups and updates and applying the required corrections to the UNFPA stock management cloud database.
  •  Contributing to developing SoPs, guidelines on data security and protection, collection and management and technical notes for capacity building purposes.
  •  Contributing technical and training support to relevant UNFPA staff and national counterparts as well as partners in strengthening or developing IM systems in line with the Country Programme needs.
  •  Contributing to any other information management issues as requested by the UNFPA programme team.

Qualifications and Experience:

Education: Bachelor’s degree in computer science, software engineering, information technologies, geographic information systems, electric & electronic engineering, industrial engineering or other relevant fields with course work in information technology, computer engineering or information system security.

Knowledge and Experience:

  •  Minimum 5 years of relevant experience in the ICT field .
  •  Windows-based applications, integrated web based management systems, firewalls, Windows clients, LAN, Windows Server 2012 R2, Zoho Creator (or a similar Low Code platform), Power BI, GitLab/Source tree, etc., Microsoft Office Programs.
  •  Completion of master’s degree is an asset.
  •  Technical knowledge of Reproductive Health/Family Planning and/or Gender Based Violence is an asset.
  •  Working experience with implementing partners and NGOs is an asset.
  •  Working experience with an international organization is an asset.
  •  Familiarity with UN procedures and working methods is an asset.
