About the job
The ICRC Health Department is recruiting a FA&PHEC Health Field Officer (First Aid & Pre-Hospital Emergency Care) based in Dnipro. In close cooperation with the team members and line managers, the FA&PHEC Health Field Officer will mainly be responsible for executing field tasks to assist in the implementation, running and monitoring of department`s projects. Based on the skills required to this position s/he has the capacity to oversee programs with a degree of autonomy (e.g., delegation with remote management) and/or deliver services with autonomy (e.g., hospital settings) and contributes actively to planning and coordination health activities at field level.

Your Tasks and Responsibilities

- Daily follow up, together with the Delegate and Program Manager, of the political/general situation in the country, with particular attention to health-related issues.
- Contribute to designing, implementing and regularly following-up on projects (within the department).
- Conduct assessments and regular field visits to monitor activities and health-related threats to the population.
- Budget monitoring and monthly reporting to the Delegate responsible.
- Preparation and follow up of medical orders, with good knowledge of ICRC internal logistic and administrative procedures.
- Available to travel at short notice to other places in the country, to evaluate needs and/or bring assistance.
- To maintain regular contact with medical interlocutors in the area of assignment (authorities, International Non-Governmental Organizations, staff in health facilities), support and, if necessary, translate in English for other members of the department during internal or external meetings.
- Support with preparation and interpreting during seminars.
- Together with the Health Delegate(s), Program manager and the Health Coordinator, provide support to SD mobile staff for health needs as required.
- Contribute to the health contingency planning.
- Advises on cultural politics, general situation and share relevant information related to the context.

About you
To be successful as FA&PHEC Health Field Officer in the Health Department, you should possess the following qualifications and experiences and have the following characteristics:
- Ukrainian citizenship or permanent residence permit in Ukraine
- Degree in medicine or nursing, pharmacist.
- Good knowledge in public health or health management is a strong asset.
- Fluent written and spoken command of Ukrainian (Russian) as well as English language.
- Good computer knowledge (outlook, excel, word, Power Point etc.)
- 3
- 5 years of total work experience, including 2 years of clinical experience.
- 2 years’ experience in humanitarian sector is desirable.
- Good connections with local health authorities or groups of interest for the ICRC.
- Excellent knowledge of the assigned geographic area.
- Self-motivated with a strong commitment to teamwork and humanitarian principles
- Flexible, enthusiastic, and willing to learn
- Ability to work independently, as well as effectively under supervision
- Confidence in managing projects and staff
- Ability to organize and prioritize multiple tasks
- Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
