Organisational Setting and ReportingThe position is located within the United Nations Assistance Mission in Afghanistan (UNAMA). The Facilities Management Officer will be based in Kabul and reports to the Chief, Engineer.

Responsibilities

Within delegated authority, the Facilities Management Assistant FS-5 will be responsible for the following duties: Operations:

    •  Supervision of the Facilities Management Contractors including tasking, planning, monitoring in relation to contract management and all related activities.
    •  Provide scheduling and supervision for construction, structural-related repair/refurbishment works, maintenance and installation of conventional buildings, temporary buildings, infrastructure and sites and premises including grounds in the mission area, to ensure all engineering services are running smoothly at UNAMA compounds.
    •  Monitoring contracts for facilities management services like cleaning, waste management and fumigation, ground maintenance.
    •  Provide support in accommodation management including repair and maintenance coordination.
    •  Supervise construction and facility management related miscellaneous UNAMA projects.
    •  Support in drafting of SOPs and Guidelines pertaining to facilities management activities.
    •  Support in office space management including site inspection and coordination with other stakeholders.
    •  Supervise ad hoc tradesmen, local and international junior staff assigned to the team by determining workloads. and schedules.
    •  Read and interpret specifications and technical drawings, schedules, manuals for construction projects, installations and upgrade repair of infrastructure.
  •  Review and recommend for approval work orders and assign day to day repair and maintenance tasks to tradesmen being supervised.
  •  Inspect and report on construction project work and maintenance work carried out either by contractors or tradesmen and staff under supervision and ensure proper utilization of available resources.
  •  Coordinate with regions as and when required. Administration:
  •  Assist in the preparation of cost estimates for facilities management services, infrastructure projects and maintenance programme.
  •  Identify resource requirements for his/her area of responsibility in connection with budget preparations.
  •  Assist in technically evaluating bids and proposals for services and construction projects.
  •  Prepare certification for approval of completed services and construction items of work for progress payments.
  •  Periodically provide inputs for assessment of performance levels of assigned local and international staff.
  •  Prepare requisitions for ordering construction materials, maintenance projects, equipment, spare-parts, materials and building supplies.
  •  Issue instructions at site, record variances, supervise and record measurements of work taken with respect to work progress and progress payments.
  •  Perform other duties as assigned by the supervisor or the Chief of Section/Unit.

Work ExperienceA minimum of eight years of progressively responsible experience in construction project, facility management implementation in a private, commercial, field, or military environment, including at least two years of supervisory responsibility is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.

    •  This position is temporarily available until 31 December 2023 with possibility of further extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
