General Information The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UN Environment Programme’s Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The assignment is for the Mediterranean Action Plan (MAP), Athens, Greece. This consultancy assignment is in the framework of the Global Environment Facility (GEF) funded Mediterranean Sea Programme (MedProgramme): “Enhancing Environmental Security (GEF ID 9607), and Child Project 4.1″Mediterranean Sea Large Marine Ecosystem Environment and Climate Regional Support Project” (GEF ID 9686) executed by UNEP/MAP. The MedProgramme represents the first GEF programmatic multi-focal area initiative in the Mediterranean Sea aiming to operationalize priority actions to reduce major transboundary environmental stresses in its coastal areas while strengthening climate resilience and water security and improving the health and livelihoods of coastal populations. The MedProgramme is implemented in ten beneficiary countries sharing the Mediterranean basin: Albania, Algeria, Bosnia and Herzegovina, Egypt, Lebanon, Libya, Montenegro, Morocco, Tunisia and Türkiye. It involves a wide spectrum of developmental and societal sectors, ranging from banking institutions, the private sector, governmental and non-governmental bodies, industry, research, media, and various other organizations. The MedProgramme is expected to deliver a set of complementary results embracing three categories of priorities identified by the Transboundary Diagnostic Analysis (TDA) for the Mediterranean Sea which are translated into three components of the Programme: i) Reduction of LandBased Pollution in Priority Coastal Hotspots and measuring progress to impacts; ii) Enhancing Sustainability and Climate Resilience in the Coastal Zone; and iii) Protecting Marine Biodiversity. Child Project 4.1. of the MedProgramme is devoted to foster the MedProgramme-wide learning and dissemination of knowledge, effective portfolio coordination and synergistic interactions among CPs, gender mainstreaming and monitoring progress to impacts. An effective knowledge management (KM) strategy is a core leveraging mechanism of the MedProgramme to scale up approaches, policies and technologies promoted by the Programme. The KM strategy will complement and support the activities under the Child Projects of the Programme, maximize the effectiveness of the overall MedProgramme and provide opportunities for learning (including south-south learning exchanges), foster intergovernmental cooperation, use monitoring and evaluation (M&E) tools and geospatial services, apply best practices and develop portfolio-wide training and communication strategies. To this aim, UNEP/MAP, MedPCU requires the services of a consultant to support the tasks referred to in chapter 4 of this ToR, to prepare two informative short movies for the MedProgramme, related to Chemicals&Waste, and Gender (Level B). The consultant will work under the direct supervision of the Programme Management Officer (Chemicals&Waste) and overall guidance of the MedProgramme Programme Manager. Specific tasks and responsibilities: (i) Preparation for the assignment 1. Prepare a detailed workplan for the assignment, including timeline; (ii) Preparation of two short movies (real videos) 2. Develop a draft script for the two short movies including proposed techniques (motion graphics, illustration, documentary, live action, voice over, soundtrack, sfx, etc) and movie duration (max 6 minutes) 3. Upon approval of the two draft scripts, develop a storyboards for the two movies; 4. Upon approval of the two draft storyboards, produce two draft short movies during up to three field missions ensuring compliance of potential copyrights and intellectual property agreements for thirdparty assets (music, pictures, video footage, graphics, sound effects, etc.); 5. Collect and incorporate feedback in an iterative process with the Med PCU and Partners; 6. Finalize post-production of two short movies including sound effects, sound mixing, color correction, grading, etc.; 7. Caption the two short movies in English; 8. Deliver the two draft short movies in 1920×1080 resolution and according to the technical specs described in the briefing by the PCU, including a draft package with all production assets comprising video clips, audio files, soundtrack, graphics, titles .srt files for caption (EN), copyright agreements and .xml file; 9. Draft final report for the implementation of activities under this assignment.

Qualifications/special skillsEducation: First university degree (bachelor’s degree or equivalent) in the field of media, cinema, design, digital arts, video-journalism or equivalent is required. : A minimum of 5 years of experience in scriptwriting, video production, editing and/or post-production roles developing engaging, creative and informative contents is required Working experience in high proficiency in video editing and post-production softwares (ex. portfolio/reel) is required Ability to understand and apply project/corporate brand guidelines is required Experience in producing audio visual content for advocacy and promotion is an asset Work experience with complex environmental projects and knowledge of the UN system is an asset
