Since December 2019 the Corona Virus Disease (COVID-19) has spread throughout the world and on the 11 March 2020, the World Health Organization (WHO) declared it a pandemic. The Republic of Marshall Islands reported its first case of COVID-19 on 8 August 2022. Within a week, the cases grew to more than 100 overwhelming the public health care system. Due to the nature of COVID-19, there is a strong need to respond effectively to prevent the infection from spreading and limit the impact of the outbreak in the country. It is against this backdrop that IOM is implementing interventions to improve water, sanitation and hygiene (WASH) facilities in key public facilities and ports of entry (PoEs).

The consultancy will lead the planning and implementation of infrastructure upgrade, construction and rehabilitation work under the following projects:

Improving WASH Access in Public Facilities in the Republic of Marshall Islands:

The objective of the project is to contribute to improved WASH access in public facilities in the Republic of Marshall Islands (RMI) especially in outer atolls, to prevent further spread of COVID-19. The project involves procurement and installation of durable WASH facilities (rainwater catchment system (water tank), roofing works and piping, hands-free handwashing facility, medical sink facility), awareness raising sessions for local community and distribution of awareness raising materials/tools. The target locations include: Wotje, Jaluit, Kwajalein, Majuro, Likiep and Aur.

Strengthening Capacity of Border Control for Responding to Infectious Diseases in Pacific Island Countries: The objective of this project is to support Pacific socio-economic recovery through safe resumption of border management operations and enhanced seamless border management infrastructure technology, equipment, and improved capacity. The project has two key outcomes: (1) strengthened immigration and border management infrastructure, equipment, and technology; (2) immigration and border management systems in target countries are improved through enhanced strategy, knowledge and skills of respective border agencies to safely manage borders to prevent and respond to public health crises. In the Republic of Marshall Islands (RMI), the project will be implemented in four (4) points of entry (PoEs), including the Majuro International Airport, Ebeye Seaport, Delap Dock in Majuro, and Uliga Dock in Majuro.

    Tasks to be performed under this Contract

  • Assessments:In coordination with Government stakeholders undertake assessments of public buildings and infrastructures in six target locations including: Wotje, Jaluit, Kwajalein, Majuro, Likiep and Aur. Based on the eligibility criteria for project support (including lack of access to WASH facilities, building capacity and number of visitors, etc.) as well as international engineering standards, support the identification of target public buildings/infrastructure for WASH upgrades. This will include assessing and documenting the condition and appropriateness of each building/infrastructure for the upgrades. Upgrades will include up to 24 rainwater catchment systems with roofing and piping and 24 hands free handwashing facilities across the project locations (the designs for upgrades are expected to be the same/standardized across all locations). The Consultant will apply best practices and standards in WASH to determine the suitable number, location and other details for upgrades in each target site.
  • In coordination with Government stakeholders and based on international engineering standards, undertake infrastructure assessments in Majuro International Airport, Ebeye Seaport, Delap Dock in Majuro, and Uliga Dock in Majuro to document the condition, appropriateness and type of support needed in order to: (1) install handwashing stations in each of the four ports of entry (PoE), (2) install toilet stations in each of the four PoEs, (3) upgrade one isolation unit structure to support greater non-contact procedures and greater social distancing, (4) as well as upgrade COVID-19 testing points in each of the four PoEs.

    The consultant may be asked to conduct additional assessments based on newly identified project needs.

    Detailed Engineering Documents – For the selected structures under both projects, provide detailed engineering documents (DED) which shall include but may not be limited to: GIS information of the structure’s location, full photo documentation of the structure (especially including any areas that may be recommended for improvements), technical drawings of the structure, a scope of work, a bill of materials/quantities, a review of national and local ordinances/regulations with which the works may be required to comply, an estimated timeframe for completion of the works, and estimated budget based on local material costs.

    • Use AutoCAD in order to review and interpret blueprints; draft plans and details; and modify existing AutoCAD drawings.
    • Assist in the complex logistical planning and creative use of resources to maximize time and transport resources by providing adequate oversight, inspection, and quality assurance and control in all projects.
  • Monitoring/Supervision of Projects – Work on the selected structures may be implemented by contract services, community work groups, and/or direct implementation by IOM labour. The Field Engineer will conduct meetings with those engaged in implementing works to review the DED’s and establish expectations and schedules. The Field Engineer will then conduct regular site visits and quality assurances and prepare progress reports per site on the aspects of the projects including financial, technical, and schedule compliance.
    • Assist in the complex logistical planning and creative use of resources to maximize time and transport resources by providing adequate oversight, inspection, and quality assurance and control in all projects.
    • Utilize and maintain accurate budget and schedule automated systems for progress/status, tracking all inspections and work completed by providing reports and other information as required by Project Manager to ensure that budget and schedule remain accurate and current.
    • Help ensure the effective implementation of project requirements to control project plans by monitoring project activities, direction, and decisions relative to development of plans, site selection, design time, schedules, procurement, construction, hand-over, and close out.
    • Report potential delays in project schedules and/or obstacles for successful completion to the Project Manager immediately.
    • Validation – Support project close out and final inspection and acceptance of completed projects by recommending solutions to questions about scope changes and feasibility of accepting time delay due to such changes. The Field Engineer will verify that all works have been completed to the expected standard.
  • Other duties –
    • Undertake duty travel in project implementation area.
    • Comply with IOM’s policies and procedures including prevention of sexual exploitation and abuse and promotion of a respectful work environment in order to contribute to a healthy workplace.
