Organizational Setting and Work Relationships
UNHCR’s Global Private Sector Fundraising programme is highly ambitious and driven by a dynamic alliance of global fundraising partners and national offices and a highly skilled and dedicated fundraising team. The Global Private Sector Fundraising network has grown dramatically in both complexity and size.
The incumbent is one of three P5 senior managers supporting the Head of Service at HQ level, in addition to the five P5 regional managers in global PSP. S/he will manage and coordinate the work of the Fundraising Support Section – encompassing the Global Operations Unit and the Financial Management and Procurement Support Unit – of the Private Sector Partnership Service (PSP) in Copenhagen, Denmark. In her/his capacity as Chief of Section, the incumbent is responsible for actively liaising with all relevant internal stakeholders such Director of DER, and with the Deputy Directors of DSPR and DFAM, with the aim of building confidence and visibility around PSP’s operating model, including budgets and income forecasts. The incumbent will work in close collaboration with the Senior Resource Manager of DER, and the Regional Controllers and procurement focal points in the Regional Bureaux. Furthermore, the incumbent will ensure overall collaboration and strong coordination between PSP and the wider organisation as appropriate.

Duties
Overall management
– Manage and supervise the PSP Global Operations and Financial Management and Procurement Support Units within the Section.
– Support the Head of Service in managing the over-all PSP annual budget for Headquarters and the Region; monitor expenditures; ensure timely income and expenditure reporting; provide guidance to admin and finance staff for appropriate and timely recording of income.
– The incumbent is responsible to coordinate budget, finance, income recording and procurement management with the Regional Bureaux and the PSP Chief PSP Officers leading the regional fundraising activities.
– At HQ level, the incumbent is responsible for the coordination with DER regarding the HQ budget planning, OL allocation within the Service and reporting.
– Provide functional management of staff with duties related to the Section in the
Regional teams and in PSP HQ Sections.
– Support the Head of PSP and Regional Managers to implement the PSP strategy in the national and regional fundraising plans by providing functional management and guidance to staff in the Regions.
– Deliver training and capacity building on issues related to PSP Operations, Finance, Income Recording and PSP Procurement, as required to the global PSP network including the National Partners.
– Work closely with the Chief of the respective PSP Region on maintaining overall harmony within the growing team, and identify opportunities for improving workflow, workspace and working environment.
– Any other management related duties as assigned by the PSP Head of Service.
PSP Budget and Operations management
– Oversee annual planning and budget process including relevant COMPASS entries and effective use of financial system.
– Oversee and guide integrated PSP budget management and reporting to the PSP Senior Management and Director of DER for the assigned geographic area of responsibility.
– Provide advice to PSP management regarding the application of financial policies and procedures and, when necessary, coordinate with the Regional Controller or Office of the Controller, as applicable, regarding the interpretation of such policies and procedures.
– Advise PSP Senior Management and the Director of DER on income growth potential and investment opportunities in existing and new markets.
– Develop required management systems to ensure efficient management of key projects, smooth workflow, earmarking of funds and corrective action in the light of any underperformance.
– Ensure that the execution of an appropriate mechanism for reviewing Private Sector Fundraising Investments to ensure the reliability of figures and information provided with the funding.
– Ensure that the coordination the Service’ annual detailed planning for financial requirements, providing analysis of past year performance and forecast, in relation to the strategic directions and planned activities, reviewing and ensuring the quality, coherence, consistency and completeness of investment submissions by the Sections and making proposals to the Head of Service for submission to the PSP Advisory Board.
– Manage and coordinate PSP Budget submissions – in close collaboration with DER and DSPR – to the Resource Planning and Management Board, and ARBAS as the Board Secretariat.
Finance and Income Recording management
– Ensure monthly and yearly closing of PSP accounts, as well as any other periodic accounting-related processes are executed in a timely and accurate manner.
– Ensure the maintenance and on-going validity of the Delegation of Authority Plan (DOAP).
– In coordination with DFAM’s Change Management and Field Support Section and the Global Learning and Development Centre, identify and provide training on accounting matters, and recommend or develop training modules as necessary, aiming at the development of financial management skills of PSP workforce.
– Ensure that payments made are timely and accurately, and all month-end and year-end cut-off processes are implemented in line with relevant guidance.
– Supervise the preparation of PSP reports and monitoring expenditures with respect to approved budgets and work plans.
– Ensure that local bank account administration and associated cash management functions are performed in adherence to financial guidelines.
– Review and certify vouchers, including ABOD and project disbursements.
– Perform project control functions for both directly and indirectly implemented activities, in the absence of a dedicated project control position.
– Coordinate, review and endorse responses to audit queries from internal audits and ensure the implementation of accounting audit recommendations.
PSP procurement-process management
– Lead the implementation of processes and procedures to improve and strengthen internal controls in line with UNHCR rules and regulations.
– Support PSP region/unit with all procurement processes to ensure compliance with UNHCR regulations, rules and procedures, while occupying the role of focal point for HQ support function in this regard.
– Design and continuously improve procurement planning tools and procedures to be used by UNHCR and partner Organizations.
– Establish strategic procurement plans to improve value for money and monitor procurement forecasts versus actual requirements, factoring in sustainably, economic, environmental and/or climate considerations.
– Develop procurement and supply chain strategies for important commodities and services and ensure adequate capacity to respond to emergencies.
– Make recommendations to improve contract clauses and processes to ensure the best delivery and service terms.
– Coordinate, manage and support the procurement process to ensure timely, cost-effective, and adequate delivery of goods and services to support operational needs.
– Whenever required, prepare, clear, approve and present relevant submissions to the relevant Committee on Contracts in conformity with UN/UNHCR Financial Rules and Regulations, in the role of Ex-Officio.
– Coordinate the work of the procurement function to achieve operational objectives in a timely and cost-effective manner. Ensure the effective and efficient use of financial and material resources within the rules and procedures of UNHCR.
– Advise operations and colleagues on partner procurement multifunctional team role and Partner Procurement Qualification processes and requirements.
– Perform other related duties as required.

Relevant Job Experience

– Minimum 12 years of fundraising experience with major fundraising organisations and/or with humanitarian agencies. Of the 12 years required experience, at least 10 years should be in an international capacity directly relevant to the current position that should include exposure to financial reporting, procurement of services, consultancies, budget planning and fundraising. with an expertise that goes beyond the theoretical and technical knowledge of their field.
– Demonstrate at least 10 years’ experience leading a team proving a long-term vision and strategic perspective.
– Skills in developing and presenting effective management information on fundraising and financial/budgetary data.
