Terms of Reference

1. General Background
The Global Cash Advisory Group (CAG) was formed following the IASC Principal’s endorsement of a model for predictable cash coordination which was developed by the Grand Bargain Cash Coordination Caucus. The CAG was established in June 2022 as an entity associated with the IASC, reporting to the IASC Deputies Group.

The purpose of the Global Cash Advisory Group is to support country level cash coordination technically and in terms of capacity with the overall aim of improving the quality and effectiveness of cash coordination.

The CAG is co-chaired by OCHA and UNHCR and is composed of 12 voting members representing UN agencies, RCRC movement, INGOs, Local Actors and Cash Network including the two chairs.

On behalf of UNHCR, the CAG is looking for a capacity to be able to fill-in the gap in secretarial and information management functions and to follow up on the transition plan for cash working groups along with the support on achieving its action plan set for 2023.

Given the ambitious and urgent action plan of the Global Cash Advisory Group, there is a need for this support position to be mainly responsible for supporting the action plan outputs ensuring a smooth transition into the new cash coordination model. The role will also keep the CAG members up to date with the coordination status globally for a clearer broad picture understanding and ability to make decisions in a more efficient manner. Information Management support is a major part of the position so to have a clear overview of who is doing what and where as well as facilitating CAG meetings with needed documents.

  1. Purpose and Scope of Assignment
    Under the overall supervision of UNHCR, and in accordance with UNOPS policies, procedures, and practices, the Assistant Programme CBI Officer will be responsible for:
  2. Information Management support
    – Visualizing data on power BI
    – Using kobo for surveys and data collection
    – Preparing presentations and documents as needed
  3. Secretariat support:
    – Drafting minutes of meeting
    – Sharing files and documents for CAG members and CWG cochairs
    – Preparing agenda for meetings
  4. Follow up on transition with countries
    – Keeping track of the implementation of the transition plan and following up with operations
    – Supporting CWGs with needed documents (presentations, data, survey…) that can help them transition into the new model
    – Being available for missions to support cash coordination as requested
    – Organizing and coordinating webinars for CWGs related to cash coordination and the new model
  5. Coordinate daily with CAG members
    – Keeping CAG members up to date about the new cash coordination news
    – Coordinating with CAG members for tasks related to the CAG
  6. Follow up on CAG action plan:
    Follow up on action plan and contribute to the support of the CAG in the following functional areas:
  7. Standard setting and capacity building:
    a. Support the development of standards, tools, and guidance for cash coordination
    b. Integrate and build on the work of CaLP, CCD, CashCap, UNCCS and others, and their available tools, guidance, and support.
    c. Support cross-fertilization of good practices among CWGs and provide technical support on collaborative cash programming, where required.
    d. Ensure strong information sharing on cash coordination across responses and across global clusters.
    e. Provide overviews of best practices and ensure knowledge sharing across all cash actors – including learnings on topics such as how to best integrate cash coordination in IM tools.
  8. Advocacy, global monitoring, and liaison:
    a. Provide information and input as required/requested by the IASC mechanisms related to cash coordination within the humanitarian system.
    b. Sectoral support or advisory functions: ensure engagement via the GCCG to support (as relevant) Clusters/Sectors in their engagement with CVA as a modality.
    c. Engage with relevant actors to strengthen the global information/knowledge management for cash coordination.
  9. Qualifications and Experience

a. Education
• Degree in international development, finance, social science, engineering, or a related field from an accredited academic institution is required.

b. Work Experience
• 1 year relevant experience with Undergraduate degree; or no experience with Graduate degree; or no experience with Doctorate degree
• Relevant experience is considered desirable in one or more of the following areas: operations, project management, programme management, administration.

c. Key Competencies

Essential Skills:
• Proficiency in Kobo Toolbox, Power BI, MS Excel and Word.
• Strong quantitative and qualitative data analysis skill is a key requirement.
• Strong communication and coordination skill.
• Strong data management skills, including the use and maintenance of databases is a requirement.
• Experience working with UN agencies, international organizations, civil society and/or labour organizations and/or other development stakeholders is considered an asset.

Organisation Skills and Abilities:
• Ability to both prepare high-quality written documents and files in English.
• Ability to work independently and in teams; ability to interact with senior representatives across a range of organisations; flexible as tasks and priorities shift; respect and proven ability to work and strive in a multicultural environment.
• Time management skills: strong time management skills and abilities which are critical for successful management of projects and initiatives.

Language requirements:
• Fluency in English is required.
• Knowledge of a second UN language will be considered an important asset.
