Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:
IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & Settlement, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.
Under the overall supervision of the Head of Humanitarian Operations and Assistance and the direct supervision of the Programme Coordinator (Camp Coordination and Camp Management (CCCM)), the Programme Officer (CCCM) will be responsible for taking part in IOM South Sudan’s Camp Management operations in static and mobile areas of intervention, applying technical skills and knowledge on Communications and Community Engagement (CCE), and coordinating the CCE Working Group in South Sudan.
Core Functions / Responsibilities:
- Monitor, coordinate, and support the team in the day-to-day Camp Management operations in static and mobile areas of intervention.
- Contribute to the development and improvement of, and implement expanded CCCM service monitoring processes in IOM CCCM areas of operations – both static and mobile locations (where applicable and needed).
- Implement, coordinate, and support administrative and operational activities of IOM’s CCE programming across IOM areas of operation.
- Continue to improve and monitor implementation of digitalized Complaints and FeedbackMechanism (CFM) in Bentiu, Hai Masna and Naivasha, as well as its adaptation through the form of Community-based Complaints Mechanisms (CBCM) in out-of-camp settings during mobile responses, and other relevant Communications with Communities (CwC) tools.
- Provide technical inputs and support for the development of Community Engagement and community Governance Structures standard operating procedures (SOPs) in camp settings as well as in out-of-camp settings.
- Provide technical inputs and information to support the continued development and implementation of meaningful community-led initiatives and projects in displacement settings, with a specific emphasis on the promotion of resilience, empowerment, and durable solutions.
- Contribute to the development of training materials and provide administrative and logistical support to CCCM training efforts geared towards building capacity of IOM’s CCCM team.
- Coordinate and support Camp Management mobile operations in South Sudan, in accordance with the approved work plan, ensuring that the community engagement components of the response are in place.
- Check that IOM’s CCE portfolio consistently adheres to IOM’s active commitment to Accountability to Affected Populations (AAP) and bring issues to the attention of the supervisor.
- Under close supervision of the Programme Coordinator, draft project proposals and budgets, specific sections or elements of assessment reports, work plans, and mission responses for both static and mobile CCCM responses.
- Participate in regular field visits and Travel on authorized duties (TDYs) to implement and monitor CCCM/CCE activities and undertake specific components of CCCM and CCE programming.
- Review donor and internal reports for clarity, consistency, and completeness.
- Support mission-wide strategic work on communications and community engagement byproviding specific inputs and drafting documents in close coordination with relevant units.
- As a focal point for the Communication and Community Engagement Working Group, the candidate will:
- Coordinate the national CCE Working Group, providing technical information and guidance to its members.
- Work closely with the country coordination structures to provide technical guidance on how to embed a CCE approach in the project cycle across sectors. iii. Produce qualitative products from South Sudan response-wide range feedback from the field.
- Undertake assessments to understand the current capacity level of humanitarians conduction gCCE activities and to understand the gaps.
- Provide CCE technical and logistical support to partners during an emergency when needed.

Required Qualifications and Experience:
Education
• Master’s degree in Social Science, Law, Development, Public Health, or related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in the field of operational and field experience in refugee, displacement and migration related issues, including technical cooperation, project development and/or project/programme implementation and evaluation;
- Work experience in liaising with governmental authorities, other national/international institutions and Non-Governmental Organisation (NGOs), as well as experience in the region, is an asset;
- Experience in Camp Management and/or Protection;
- Experience in community engagement and AAP;
- Experience in Monitoring & Evaluation and report writing;
- Experience in consolidating information from multiple sources.
Skills
- In-depth knowledge of the displacement profile of the country;
- Strong analytical skills, including data collection from various sources and in-depth analysis;
- Knowledge of the activated coordination systems in South Sudan;
- In-depth knowledge of relevant protection frameworks and protection mainstreaming;
- Good knowledge of United Nations (UN), IOM and NGOs mandates and programmes in the humanitarian responses, internally displaced persons (IDPs), post conflict construction and development;
- Familiarity with financial management and good level of computer literacy, including information management;
- Excellent editing, drafting, presentation, and computer skills.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
