CONTEXT AND BACKGROUND :
One of the largest and least developed countries in Africa, the Democratic Republic of the Congo (DRC) ranked 175th of 189 countries on the 2020 Human Development Index. With 25.9 million of people under IPC 3 and 4 (severe food insecurity), DRC is one of the largest hunger crisis in the world. Hunger and conflict fuel one another, with armed conflict and widespread displacement prevailing for the past 25 years and multiple other crises compounding DRC’s humanitarian challenges.
WFP DRC has three area offices (Goma, Kalémie and Kananga and 12 sub-offices) that cover North Kivu, South Kivu, Ituri, Tangayika, Kasai, Kasai Oriental, Kasai Central and Ubanguis operating in extremely fragile security situation.
WFP Has a Zero Tolerance to SEA and recognises that it is a gross violation of power and a form of gender-based violence that all humanitarians have to prevent and respond to. One of the gravest violations of these standards and obligsations is the sexual exploitation and abuse (SEA) of beneficiaries by humanitarian actors. SEA is an exploitation of positions of power to seek and/or receive sexual favours or benefits in exchange for humanitarian services. WFP is committed to enusring that community rights to dignity, respect and integrity are protected and met.
Under the direct supervision of the Country Director, the Protection against Sexual Exploitation and Abuse (PSEA) Advisor will support WFP DRC to implement the WFP Zero Tolerance to SEA Policy. The PSEA Advisor will develop and implement the WFP DRC PSEA Action plan, which focuses on strengthening, coordinating and monitoring efforst to prevent and respond to sexual exploitation and abuse. This will include conceptualizing and implementing PSEA prevention activities, responding to alleged PSEA cases that are reported, ensuring appropriate victim support, liaising with the WFP DRC national PSEA focal points, the PSEA Interagency Task-force at both National and Provincial level and making contributions to inter-agency PSEA response. The PSEA Advisor will also be responsible for liaising with senior management at national, regional and international levels at the same time. The PSEA Advisor will also be responsible for designing and implementing targeting capacity building activities for WFP personnel and partners across different sectors, producing and disseminating relevant technical guidance, tools and resources.
DUTIES AND RESPONSIBILITIES:
WFP DRC requires a PSEA Advisor to implement its policies in line with the UN System Approach to PSEA.
1. PSEA Risk Assessment-Undertake a comprehensive risk assessment of WFP presence, operations and activities to identity existing and emerging risks and present mitigations for adoption by the Country Office. WFP DRC conducted a rapide risk assessment in early 2022 that needs to be strengthened and expanded. Identified risks and mitigations should also be integrated into relevant risk documents in Country Office and in programme and operation approaches-including Human Resources.
2. Action Plan-Launching from the 2022-2024 Country Office PSEA Action Plan, develop an updated Action Plan That reflects and responds to the comprehensive risk assessment and WFP capacities across all areas including Supply Chain, Programme, Human Resources, Admin, and Security.The Action Plan should be complemented by a costed implementation plan.
3. Standard Operating Procedures-The advisor will be responsible for drafting Standard Operating Procedures for the Responding to Allegations of SEA in WFP DRC country Operations. The SOP should reflect clear roles and responsibilities, resources and community preferences and feedback on WFP prevention, mitigation, response and support.
4. Survivor-centred approach-In collaboration with the community and other humanitarian stakeholders, advocate for PSEA activities that are survivor-centred and responsible. This may include advocating for increased resources, strengthening referral mechanisms and strengthening capacity of WFP, Cooperating Partners, Commmunity and other stakeholders to meet survivor-centred good practices.
5. Interagency Collaboration-Represent WFP in Interagency PSEA Taskforce at national but also participate at the provincial/hub level to ensure that the needs of WFP’s affected population are addressed in the forum, plans and outputs. The advisor will also be responsible for ensuring alignment between WFP and Interagency practice on risk, prevention, mitigation, response and support including alignment with community-based complaints mechanisms.
6. Partner Capacity-Oversee the implementation of the Interagency PSEA Partner Assessment Tools. Assessments should include partner capacity support plans and be periodically reviewed to ensure achievements of capacity needs and to reflect any context and partner changes. Where possible, interagency collaboration should be adopted to streamline assessments and support plans.
7. Mainstreaming of PSEA-Identify existing good practices, gaps and opportunities for mainstreaming of PSEA across all WFP programmes and activties. Oversee the impact study on PSEA and the adoption and implementation of findings and recommendations. This should be delivered in collaboration with related cross-cutting topics including gender, protection & AAP and monitoring & evaluations.
8. PSEA Focal Points- Oversee the netwok of WFP DRC PSEA Focal Points ensuring roles and responsibilities are well understood and performed and that capacity development needs and opportunities are regularly reviewed and delivered. This includes ensuring that all Focal Points are able to collaborate with the interagency PSEA networls in their location.
9. Awareness-raising-The Advisor will be responsible for developing awareness raising approaches that are innovatice and reflect the roles and responsibilities of their audience and their communication, information and language needs and preferences. This includes awareness raising of: WFP personnel, partner personnel, vendors and contractors, authorities and local leaders, community and other key stakeholders.
10. Reporting-Support and advise Management on the reporting of SEA allegations through the corporate mechanisms, ensure SEA reporting mechanims and protocols are clearly understood by WFP personnel and cooperating partners. Once a complaint is received, ensure that all the information pertaining to the complaints and reporting is handled and referred strictly in line with agreed protocols and the established global SOPs in place, both within WFP and at an interagency level.
DELIVERABLES AT THE END OF THE CONTRACT: Outline above in the key roles and responsibilities. Deliverables include:
1. A comprehensive PSEA risk assessment completed
2. The PSEA Action Plan 2022-2024 updated
3. Standard Operating Procedures for the Responding to Allegations of SEA in WFP DRC country Operations produced and implemented
4. Document and strengthen survivor-centred good practices
5. Partner capacity: Interagency PSEA Partner Assessment Tools systematized and implemented.
6. Mainstreaming PSEA- Impact study on PSEA completed and its findings and recommendations adopted and implemented
7. Represent WFP in Interagency PSEA Taskforce at National but also participate at the provincial/hub level to ensure that the needs of WFP’s affected population are addressed in the forum, plans and outputs.
8. The network of WFP DRC PSEA Focal Points managed and led
9. Innovative awareness raising approaches (reflecting the roles and responsibilities of their audience and their communication, information and language needs and preferences) adopted and disseminated
10. Guidance and Management of the reporting of SEA allegations through the corporate mechanisms provided to WFP Sr Management.
ESSENTIAL QUALIFICATIONS & EXPERIENCE:
Education :
Advanced University degree in social sciences, psychology, public health, social work, gender-based violence, law or related. Additional training in the relevant field is desirable.
Experience :
At least five (5) or more years of experiences in PSEA, gender, protection, GBV or related areas.
Knowledge & Skills :
Demonstrated knowledge of working with communities in deep-field locations.
Proven integrity, objectivity and professional competence.
Demonstreated sensitivity to cultural diversity and gender
Strong familarity with UN policies and practices around gender, PSEA, protection, GBV and related issues
Excellent research and analytical skills
Excellent writing and interpersonal skills
Demonstrated ability to work in a multi-cultural team.
Languages :
Fluent oral and written French, working-level English.
