Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The IOM Office to the United Nations is tasked with maintaining and strengthening IOM’s relations with the United Nations, diplomatic missions, and non-governmental organizations, including through contributing to improving understanding of migration issues, facilitating international policy dialogues on migration and representing IOM and migration issues in conferences, meetings, and seminars. IOM Office to the UN contributes to improving the understanding of IOM’s mandate and action by relevant governmental, UN and Non-Governmental Organisation (NGO) stakeholders, in accordance with the IOM constitution, the IOM strategy adopted in 2007 and relevant council deliberations and resolutions.

Serving as IOM’s conduit into the international area, the IOM Office to the UN is charged with providing IOM offices worldwide with analysis and insights on issues discussed at the main organs of the UN including the General Assembly, the Economic and Social Council and the Security Council and increasing strategic engagement.

Under the overall direction of the Director of the IOM Office to the UN; the management of the

Deputy Director and direct supervision of the Coordination & Liaison Officer, the Reporting Officer will contribute to the Office’s efforts to expand engagement with the United Nations Security Council and will support the IOM Office to the UN’s overall internal coordination and outreach strategy.

Core Functions / Responsibilities:

  1. In coordination with the Coordination & Liaison Officer, support the IOM Office to the UN’s efforts to strengthen institutional capacity to expand engagement with the UN Security Council including by supporting the development of tailored guidance, tools, and resources for IOM Headquarters (HQ), Regional Office (ROs) and Country Offices (COs).
  2. Support with the research and development of strategic documents on evolving SecurityCouncil dynamics, Member States, and issues of concern that are of particular relevance to IOM to improve institutional awareness.
  3. Contribute to identifying and developing areas of engagement for IOM on issues within the Security Council including by keeping abreast of member positions and priorities and drafting monthly briefing papers on rotating Council presidents.
  4. Assist with the development of regular updates, key messages, and preparation of briefing packages for meetings with external interlocutors (including, but not limited to Security Council Members).
  5. Assist with the planning, development and delivery of webinars and other training or capacity building events in order to advance knowledge and understanding of the Security Council within IOM.
  6. Support the reporting, monitoring and assessment of IOM’s efforts to expand engagement with the Security Council including through the collection, documentation and dissemination of lessons learned and good practices and formulation of recommendations for future action in order to strengthen institutional capacity to engage.
  7. Support IOM’s engagement in various UN inter-agency mechanisms and meetings of interest and support the coordination and compilation of written information such as talking points, biographies, briefing statements, readouts, and analyses in coordination with HQ, ROs, and country offices.
  8. Contribute to IOM’s strategic analysis and policy discussions, supporting the coordination and tracking of technical inputs to internal and external documents, discussions, and processes.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political/Social Science, International Relations, Law, Human Rights, or a related field from an accredited academic institution with two years of relevant professional experiences; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Demonstrated experience in liaising with governmental representatives, diplomatic authorities, civil society organizations and UN entities.
  • Experience working in a multilateral system, preferable UN context, along with familiarity with the UN system and its main organs particularly the Security Council.
  • Professional experience in the general area of migration, development, humanitarian crises and/or peace and security-related matters.
  • Experience in organizing webinars/events in coordination with UN partners and demonstrable experience in delivering presentations. Experience with strategic planning, coordination; drafting research and policy analysis.
  • Experience in knowledge management.

Skills

  • Excellent understanding of the broad range of humanitarian, peace, and security-related areas dealt with by IOM.
  • Excellent understanding of the Security Council, its mandate, working methods and current debates and how these pertain to IOM’s work.
  • Advanced ability to draft research, analysis, and policy documents for diverse audiences.
  • Excellent communication and writing skills.
  • Ability to work effectively and harmoniously within a team of colleagues from varies cultures and professional backgrounds.
  • Ability to establish priorities and to plan, coordinate and monitor own work plan.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
