II. ORGANIZATIONAL CONTEXT AND SCOPE
As part of the Integration Unit portfolio, IOM Italy is currently supporting the Office for Policies in Favour of Persons with Disabilities at the Italian Presidency of the Council of Ministers within the DG REFORM Project “Technical support for the activation of a task force for a digital one stop shop for the integration of Ukraine-displaced persons with disabilities”. The project, funded by the European Union via the Technical Support Instrument and implemented in cooperation with the European Commission’s Directorate General for Structural Reform Support (DG REFORM), aims at building and reinforcing synergies between stakeholders working towards the support and integration of people with disabilities, including in particular third country nationals (TCNs) and people fleeing from Ukraine, by providing technical support to set up a multistakeholder website to facilitate access to information available for Ukraine-displaced persons with disabilities. In this framework, the beneficiary of the project requested IOM to support in drafting a strategic document and preparing the content of the website. In this regard, it is required a thematic technical support for the consolidation and harmonization of the results of the surveys and the mapping undertook in Italy and EU, along with the summary of the working group discussions and meetings conducted by IOM with key counterparts, so as to develop thematic content of the website, the conceptual design and the SOP.
III. RESPONSIBILITIES AND ACCOUNTABILITIES
- The consultancy will firstly focus on the DG REFORM Project, starting from a desk review on the current legal and policy contexts in Italy on the integration of Ukrainian and TCNs displaced people and refugees with disabilities in Italy; this could be finalized also with additional interviews with key informants, if needed. IOM will provide the consultant with all the reports and summary of meetings conducted during the first months of the project. The results of the assessment will then be used to prepare the conceptual design of the website (mission statement and governance structure of the website).
The second part of consultancy will consolidate and harmonize the results of the mapping and will inform the development of the SoP and the conceptual design. In more detail the incumbent will be requested to provide consultancy services as follows:
a. Deliverable 1 – Extensive literature review on the integration of Ukrainian and TCNs displaced people and refugees with disabilities in Italy and preparation of the conceptual design of the website (mission statement and governance structure) – Website concept document with the results of the assessment in Italian and English – Deliverable by email by 1 of February 2023
b. Deliverable 2 – Preparation of the media content of each areas of the website with referrals to the major Italian and EU initiatives finalized in Italian and English – Deliverable via email by 1 of March 2023
c. Deliverable 3 – Preparation of the SOP on integration and inclusion of Ukrainian and TCNs displaced people and refugees with disabilities in the Italy and EU Member States with the first monitoring report finalized in Italian and English – Deliverable by email by 1 of May 2023
All the deliverables should be presented in Italian and translated in English – Deliverables by email by 1 of May 2023.
IV. DESIRABLE QUALIFICATIONS AND EXPERIENCE
Education, professional experience and other requirements:

- Master’s degree in Political or Social Sciences, Development studies and International Relations or a related field from an accredited academic institution with two years of relevant experience; High school diploma with four years of relevant professional experience; – Ph.D. in Political or Social Sciences, International Relations, or Law is considered an asset; – Five years’ work experience on Research development and management; – Five years’ work experience on migration-related Research with experience on integration and inclusion of people with disabilities, employment and social policies, including education, human rights of people with disabilities will be considered an asset; – Experience in working with vulnerable groups and, specifically on disability and inclusion of people with disabilities will be considered an asset; – Experience in conducting studies based on qualitative and quantitative surveys and data analysis; – Experience with International Organizations, NGOs, Italian Institutions is an advantage; – Valid European Union working permit (for non-EU candidates);
