UNDP has been partnering with various government departments at the national and state level to remove key barriers to livelihood promotion that exist at all levels – micro (village-district), meso (state), and macro (national). UNDP’s Inclusive Growth portfolio is anchored in the national priority of ‘accelerated growth with inclusion and equity, employment generation, and skill India’. One of the flagship programme, being implemented in partnership with the Ministry of Skill Development and Entrepreneurship, Government of India under the inclusive growth portfolio is “PROmoting Inclusive GRowth through Enhanced Access to Local Livelihood Opportunities, Education to Work Transition and Social Protection Schemes (PROGRESS)” with the overall goal to secure local livelihoods, increased incomes, and improved quality of life for marginalized sections of the society, specifically youth, women, and migrants.

The key planned outcomes of PROGRESS are:

    •  Effective implementation of national flagship policies and programmes with a focus on inclusion in targeted districts
    •  Youth and women make informed and aspirational vocational choices and transition into gainful employment and productive economic activities
  •  Integrated model of sustainable local livelihoods promotion and resilience building

The Proposed project’s overall objective is to support the effective implementation of SANKALP and Mukhyamantri Sarathi Yojana as well as other skilling and employability schemes of the central and Jharkhand Government so as to improve the institutional capacity of district-level public and private sector stakeholders for demand driven skilling Planning and facilitate development of an enabling skilling and employment ecosystem in the state of Jharkhand. UNDP is providing technical assistance to the Jharkhand Skill Development Mission Society under Department of Labour, Employment, Training & Skill Development, Government of Jharkhand in planning, development, monitoring and coordination of planned skill development activities. The project will give special focus on strengthening the capacity of District Skill Committees, which are designed under the SANKALP Program of the Ministry of Skill.

Development and Entrepreneurship to promote inter-departmental convergence and strengthen the skill and employment ecosystem. Departments of Agriculture, Livelihood, Rural Development, Education, Industries, and Skill are committee members. The expected outcomes under the project are

  •  Improved capacity of JSDMS, DSC and enhanced coordination amongst district and state level actors (District skills committee, SAMC, Employment Exchange, VTP etc.)
    •  Demand-driven and Need-Based support to JSDM:
    •  Capacity enhancement of DSCs
    •  Support in the Preparation of District Skill Development Plans:
    •  Support aspirational districts to prepare special innovative proposals with a focus on the inclusion of women, LGBTQ,PwDs, and tribal communities as per MSDE guidelines.
  •  Key stakeholders (DSC, Associations, Enterprises, Youths etc.) are aware of the skilling and employment programmes and make an informed choice to participate and benefit.
    •  Capacity building of District and Cluster Based public and private institutional actors:
    •  Publicity and Visibility of Skill Development Initiatives
    •  Career Conclave and Job Fairs

UNDP is in the process of creating a well-diversified and qualified team to support the JSDMS to achieve its outputs and outcomes.

The position of Project Associate (Project Management) will support the Sustainable Inclusive Growth Unit of UNDP in India to contribute towards Cooperation Framework (or Equivalent) Outcome #4: By 2027, people will benefit from and contribute to sustainable and inclusive growth through higher productivity, competitiveness and diversification in economic activities that create decent work, livelihoods and income particularly for youth and women. This priority is linked to output 2.1 and 2.2 of the result framework of our country program document cycle (2023-2027). Output 2.1 refers to demonstration and scaling up of: Integrated models of sustainable local livelihoods promotion. Output 2.2 refers to supporting women, youth and other vulnerable groups transition into gainful employment and productive economic activities.

Duties and Responsibilities

The Project Associate (Project Management) position will support in the implementation of inclusive policies and schemes for the youth and girls to link them to appropriate skill development training programmes which enable them to access dignified job opportunities in the market. S/he will lead a well-qualified and diversified team provide technical support to JSDMS to solve a number of on-ground challenges including inaccessibility of skill development programs to schedule caste and tribal communities, challenge in providing dignified placement after the training programmes, improving retention of the candidate in their jobs and ability to provide support to their alumni throughout their job life cycle as well as monitoring of impact of the skill programmes. The candidate will support the department in revamping the process of policy design and implementation of skill development programmes to most vulnerable communities of the state. S/he will work under the overall guidance and supervision of the Livelihood and Value Chain Specialist, UNDP India and in close collaboration with the UNDP Project Team members and day to day supervision on the implementation issues with the

Government of Jharkhand. S/he will ensure engagement of all direct stakeholders and delivery of project objectives, in coordination with the Government of Chhattisgarh.

Support the Management of all skill development schemes and special focusing on implementation of SANKALP scheme and Mukhyamantri Sarthee Yozana in Jharkhand

  •  Coordinate the activities of the various stakeholders responsible for the implementation of the scheme at the state level.
  •  Ensure issuance of government orders, department orders for coordination with relevant state missions, departments and agencies for the effective implementation of the schemes at the state level
  •  Support the District Skill Officers in development of District Skill Development Plans, conduct skill mapping in their districts etc.
  •  Facilitate the efforts of vocational training providers engaged in the states by establishing a mechanism for sharing and avoiding duplication of efforts among stakeholders.
  •  Monitor the activities of vocational training providers and other skilling agencies as per JSDMS project plans
  •  Regular monitoring of performance of all skill development schemes under JSDMS.
  •  Provide support to JSDMS in ensuring skill certifications and placements.
  •  Monitoring of skill development at state and district level with special focus on women, disadvantaged, differently abled, vulnerable, and marginal section of society.

Technical Support to Jharkhand Skill Development Mission Society (JSDMS)

  •  Support development of new polices and guidelines for better implementation of the programmes
  •  Support JSDMS with drafting of relevant government orders and department orders for the implementation of project activities
  •  Provide technical support to JSDMS in drafting, review, finalization of guidelines for implementation of innovative livelihood and skilling activities to promote just transition in the state.
  •  Work with partner departments in reviewing the existing mechanisms to increase the effectiveness of skilling programs.
  •  Support JSDMS on developing convergence-based strategies which are cross cutting to promote skilling and livelihoods along with private sector.
  •  Capacity building of district skill experts and other staff by organizing training programs & workshops.
  •  Management of MOUs as perprogram guideline

Knowledge & Data Management

Perform the role of a knowledge partner and develop briefing notes, case studies, success stories, best practices, scheme analysis notes, information, education & communication material and other products as required on the topic of increasing skilling capacity, access to quality & market-relevant training for youth etc.

  •  Regular progress review on the indicators of the Skill related schemes with VTPs etc.
  •  Prepare documents for progress, review, and steering committee meetings with JSDMS
  •  Maintain records of project deliverables, documents, files, data, and materials that are part of the project
  •  Report to UNDP India office on target achieved and ensure UNDP’s support is highlighted in the work with the Government.
  •  Carry out any other assignments related to a timely and effective implementation of the project as may be requested by the supervisor.

Required Skills and Experience

Education:

  •  High School OR Bachelor’s in social work, management, development, rural management, business administration, economics, labour studies etc.

Experience:

  •  Essential: 7 years of Program/project management experience post High school OR 4 years of relevant experience post Bachelor’s
  •  Desirable: Experience of working with Central and/or State Governments/ international agencies/ on similar assignments will be preferred.
  •  Prior experience of working in a PMU in the skilling or livelihood sector
  •  Relevant Experience at the state level working with Governments and private entities in the skill sector.
  •  In-depth knowledge of skilling policies, guidelines, tender design, national and state policies and existing schemes, scheme design, regulatory laws related to skilling, related concepts, policies and practices.
  •  Adequate experience in Project Management practices and ability to formulate and manage budgets.
  •  Broad based knowledge across cross-cutting thematic areas such as skilling, livelihoods, social protection,risk management, procurement procedures, environmental and social safeguards.
  •  Knowledge of legislative, legal and regulation structure in place with respect to skilling in India.

Remuneration starting at INR 12,38,820 annually / 1,03,235 monthly as per the scale depending on qualifications and experience. The remuneration is excluding 8.33% pension amount paid over and above the salary.
