Background and Rationale

Within the framework of the findings of UNICEF Equatorial Guinea’s 2022 Analysis of the Childhood Situation, the office’s Gender Programmatic Review carried out in 2023 and the lessons learned from the 2019-2023 Country Program Document, UNICEF Equatorial Guinea has prioritized its new Country Program 2024-2028 the strengthening of the child and adolescent protection system at the national, district and community levels, both to prevent and respond to violence, particularly sexual and gender-based violence. To achieve this, it is of fundamental importance to build and strengthen the capacities of the country’s social service workforce that influences and contributes to the protection of children and adolescents against violence, abuse, exploitation, abandonment and family separation. .

The social work force is made up of professionals with different profiles, paid or unpaid, governmental and non-governmental, and their common objective is to ensure the healthy development and well-being of girls, boys and adolescents and their families. Among some of the programs and interventions carried out by the social work force are those related to the prevention and response to violence, abuse, exploitation, abandonment and family separation of girls, boys and adolescents and this consultancy focuses in this area of ​​intervention of the social work force.

In accordance with its Internal Organic Regulations, the Ministry of Social Affairs and Gender Equality (MINASIG) of Equatorial Guinea is the Public Administration body with an institutional legal mandate to know and address social issues, among some of its roles: coordinating with the competent gender institutions to organize the legal security of women, men, girls, boys and adolescents who are victims of gender violence; strengthen citizen awareness measures for the prevention and comprehensive protection of violence against women, girls and other victims of violence; collaborate with the implementation of interventions and other legal instruments ratified by the country (for example:

To fulfill these roles, MINASIG has created the figures of delegates and counselors and, recently, that of social workers. These are public officials with different professional profiles who are on the front line to care for populations in vulnerable situations, including girls, boys, adolescents and their families. Currently, the roles, functions, coordination mechanisms and tools for handling cases by these figures have not been developed. Therefore, this consultancy will contribute to mapping and supporting the consolidation of human talent specialized in the identification of violations of the rights of girls, boys and adolescents and their respective attention,

This consultancy will be developed in person and in coordination, at all times, with an international consultant who will be in charge of leading the methodological strategy of the diagnosis and the strategy for strengthening the capabilities of the social work force of the MINASIG. The national consultant will serve as the focal point in the country for the development of this consultancy, which implies guiding the international consultant on the national context; carry out information gathering in the field; manage the logistics of calls, meetings and workshops and hold follow-up meetings with national counterparts.

To carry out this consultancy, the national consultant must guarantee access to the internet due to the constant coordination that must be had with the international consultant who will be working remotely.

Consulting objective

Provide technical and operational support for carrying out the situational diagnosis of the social services workforce that contributes to protection against violence, abuse, exploitation, abandonment and family separation of children and adolescents and, based on the results, support the development of a strategy for the development and strengthening of the social services workforce of the MINASIG of Equatorial Guinea.

Expected products:

  •  Situational diagnosis of the workforce of social services that contribute to the protection against violence, abuse, exploitation, abandonment and family separation of children and adolescents
  •  Strategy for the development and strengthening of the social services workforce that contributes to protection against violence, abuse, exploitation, abandonment and family separation of the MINASIG of Equatorial Guinea.

Main tasks:

    •  Design and validate the research methodology for the diagnosis of the social services workforce that contributes to the protection against violence, abuse, exploitation, abandonment and family separation of children and adolescents.
    •  Provide clear and precise guidance to the national consultant who will be located in Equatorial Guinea and will be the main person in charge of collecting information in the field.
    •  Prepare and validate with the national consultant the tools for the collection of information and the mapping of actors and services.
  •  Provide technical advice to the social work force on the importance of their role; the rights-based approach and its implications for children and adolescents; and the best interests of the child as a right, principle and procedural guarantee for decisions and measures taken both administratively and judicially.
  •  Conduct a review of the policies and regulations – which will be identified and shared by the national consultant – related to the social services workforce that contributes to the protection of children and adolescents in the country, including the statutes that contemplate their creation. and the financial resources allocated to the exercise of its functions.
  •  Design and validate the planning and development strategy of the social service workforce of MINASIG of Equatorial Guinea.
  •  Prepare, together with the national consultant, a PowerPoint presentation (PPT) of the results of the diagnosis and the strategy.

Desired skills, qualifications and experience

  • Education :
  •  Master’s degree in social sciences, psychology, social work, law, or other training related to the aforementioned professional areas.
  •  Skills and experience
  •  5 years of experience in the field of child and adolescent protection, especially in the development of diagnoses of Child and Adolescent Protection Systems.
  •  5 years of experience developing strategies to strengthen the social services workforce that contribute to the protection against violence, abuse, exploitation, abandonment and family separation of children and adolescents.
  •  5 years of experience in identifying child protection needs and developing referral and counter-referral routes in cases of violence against girls, boys and adolescents, especially sexual violence, gender-based violence, abandonment and family separation.
  •  3 years of proven ability to work collaboratively/team with technical and non-technical executives and other stakeholders remotely.
  •  Have a good command of spoken and written Spanish.

  •  Have experience conducting analyzes or similar research studies.
  •  Coordinate teams and investigations remotely by communicating instructions and complex concepts in plain language.
