The Position:
The National Programme Officer (NPO) is located in UNFPA Country office Kyrgyzstan and will work closely with colleagues in Supply Chain Management Unit, Technical Division/ Commodity Security Branch, the UNFPA Supplies Partnership, EECARO, UNAIDS and UNFPA Country Office of Kyrgyzstan.
The incumbent will collaborate with the Ministry of Health, National AIDS Center, the National Family Planning Advisory Council (FPAC), as well as will co-operate with CO operations and programme staff, other UN Organizations, technical staff in host government and civil society organizations to ensure successful implementation of Supply Partnership funds and HIV projects.
Working within the Country Office environment, the incumbent will support the effective management of SRH, FP and HIV activities. Under the overall guidance of the UNFPA Head of Office, the National Programme Officer on SRH/FP/HIV will report to the National Programme Specialist on SRH.

The UNFPA Supplies Partnership funds (SPF) 2021–2030 represents a new decade of commitment to accelerating progress towards the Sustainable Development Goals and contribute to ending unmet need for family planning and preventable maternal mortality by enhancing the Reproductive health Commodity Security ( RHCS) and by increasing equitable access to high-quality modern contraceptives and life-saving maternal health medicines. UNFPA implements a Last Mile Assurance (LMA) process, designs to provide visibility and assurance on the safeguarding, management, and use for intended purposes of the SRH supplies.
UNFPA contributes to address HIV in the context of their work supporting countries, including Kyrgyzstan to achieve the SDGs and works together with UNAIDS through different financial modality, including the Unified Budget, Results and Accountability Framework (UBRAF) to strengthen linkages between SRH and HIV and to contribute complement maximizing the coherence, coordination and impact of the UN’s response.

Job Purpose:
Primary focus is placed on intervention and support for women of reproductive age to provide reproductive choice by strengthening supply chain management, SRH and HIV linkages, in particular for key populations affected by and at risk of HIV.
Within the context of health system strengthening and financing, the incumbent will implement of key national strategies focusing on achievement of the following results to:
- Strengthen Reproductive Health Commodity Security, in particular the supply chain management information system to improve commodity security for a choice of FP methods;
- Support implementation Family Planning 2030 commitment made by Kyrgyzstan and sustainable financing for FP from domestic sources.
- Strengthen HIV programme to prioritize prevention of HIV infection in key populations and prevention sexual transmission of HIV by compiling and analyzing information in HIV of UNFPA assistance to the Government;
- Strengthen linkages between SRH and HIV services in Kyrgyzstan with a focus on key populations and people living with HIV
- Contribute to continuous scanning of the Aid environment through collection and analyze relevant political, social and economic environment and trends in terms of priority areas for development assistance, funding mechanisms/modalities, gaps and interventions aimed at strengthening RHCS and HIV issues; Contribute to development/review of national policies and strategies on supply chain management, Last Mile Assurance (LMA) and HIV.
You would be responsible for:
- Provide technical and programmatic support guidance to build the capacity of national partners in implementation of the approved activities within the SPF and HIV projects;
- Support implementation of the national research agenda in FP/HIV areas, especially any study aimed at assessing availability and utilization of SRH commodities and utilize data for the above evidence based resource mobilization, policy dialogue and advocacy at different levels.
- Carry out analysis and interpretation of FP especially RHCS and HIV programme data and contribute to formulation of performance indicators, setting of milestones and targets to ensure effective monitoring of progress towards achievements of set FP and HIV programme results.
- Develop and implement strategies for increasing demand for SRH contraceptives to address unmet need.
- Support national partners to develop effective linkages, integration and mainstreaming of HIV within broader SRH, primary health and other relevant health programmes and services.
- Act as a UNFPA focal point for national working groups on supply chain management and HIV responses for key populations and establish partnerships with other UN agencies, implementing partners, government/non-government counterparts in the country.
- Provide key inputs to country level UNFPA, UN and national planning, including UNSDCF JWP design, implementation and monitoring, as well as National Strategies on RH/FP/HIV.
- Timely complete all necessary UNFPA, UN and donor partner reporting requirements including SPF, UBRAF, SIS, COAR, UNSDCF and other reports as required.
- Undertake periodic visits to monitor implementation of assigned SPF and SRH/HIV activities, identification of programmatic and financial challenges, and of appropriate solutions in collaboration with operations and M&E staff. Participate in NEX/DEX audit processes and recommendations in relation to SPF and HIV funds are implemented and closed;
- Assist to NPA on SRH in developing WPs on SRH/HIV and SPF funds;
- Write up country case-studies of pilot/best practice on SPF and HIV projects to share with colleagues and partners. Submit project summaries, articles, publications, speeches and presentations on UNFPA’s responses to RCHS including supply chain management and HIV for delivery via journals, meetings, public information events and in other fora.
- Perform any other duties as may be assigned by the management of the Country Office.
Qualifications and Experience
Education:
Advance University Degree in public health, health financing, economics, social science and/or other related disciplines.
Knowledge and Experience:
- Two (2) years professional experience in managing public health programmes, preferably in the areas of Sexual Reproductive Health (SRH), Family Planning (FP) and/or HIV is required.
- Experience in health supply chain management systems at national level is desirable.
- Experience of strengthening SRH and HIV linkages with a focus on key populations and people living with HIV is desirable.
- General knowledge of the principles and operational aspects of integrated RH care is desirable.
- Excellent communication skills, both oral and written is required.
- Experience in working with government institutions, NGOs, including AIDS-service NGOs and/or donor institutions is desired.
- Good knowledge in office software applications is required.
Languages:
Fluency in English and Russian is required. Fluency in Kyrgyz is desirable.
