This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c.) of Administrative Order No. 2.01 (“Recruitment and Appointment’). The position is assigned in the Climate Change and Disaster Risk Management Division (SDCD) within the Sustainable Development and Climate Change Department (SDCC) but will be strategically placed in the Office of Public-Private Partnership (OPPP).
SDCC provides leadership, innovation, and knowledge sharing for ADB’s sector and thematic work. SDCD leads the Bank’s work in responding to the growing need for innovative policies, institutions, and investments to lead the region to a low-carbon, climate, and disaster resilient future; and supports ADB’s operations departments (ODs) to develop and implement climate and disaster resilience projects, integrate disaster risk and climate change considerations into their broader portfolio of projects, and access climate financing.
OPPP provides transaction advisory services (TAS) to developing member country (DMC) clients in Asia and the Pacific and coordinates and supports ADB-wide Public-Private Partnership (PPP) operations and knowledge management though the PPP-Thematic Group Secretariat (PPP-TGS).To view ADB Organizational Chart, please click here.
Job Purpose
The Climate Change Specialist (Public-Private Partnership) will support the integration of climate change into OPPP’s operations. The position will provide the climate change expertise to support OPPP’s activities relating to low-carbon development, climate adaptation and resilience in its areas of coverage. The position will report to the Chief of Climate Change and Disaster Risk Management (CCDRM) and concurrently Director, SDCD and operationally to the designated relevant Director in OPPP. Both managers will provide supervisory inputs to the incumbent’s annual workplan and performance review. The position will supervise National Staff and Administrative Staff.
The specialist will:
- support the preparation of PPP projects (including transaction advisory services), country partnership strategy, pipeline development and programs related to low-carbon, climate resilient projects across priority ADB sectors, while aligning with goals of the Paris Agreement and ADB Strategy 2030 commitments;
- support OPPP on issues related to climate change, resilience, and climate risk assessments and prepare/review Terms of Reference for specialists where required.
- contribute to monitoring and reporting on climate change interventions, climate finance catalyzation, and other performance indicators such as greenhouse gas emission reduction, carbon credits, etc.;
- contribute to knowledge management, communications and partnerships relating to ADB and DMC climate change agendas.
Responsibilities
Strategy and Planning
- Support departmental management and project teams on policies, strategies, and initiatives to enable OPPP to take a holistic and systemic approach to climate change, resilience, including CPSs, PPP Roadmap, and indicative country pipelines.
- Build networks, liaise with and conduct policy dialogue with climate change and sector agencies and development partners in ADB’s DMCs, analyze climate change including NDCs, LTSs, green growth strategies, low-carbon development plans, National Adaptation Plans, and other relevant polices to identify areas of need and to prioritize ADB investments across various sectors, including water, energy, transport, urban development, agriculture, natural resources, rural development, education, health and, finance.
- Provide support to the application of ADB’s guidance on implementing the joint MDB methodology for Alignment with the Paris Agreement for all investments as ADB has committed to full Paris Alignment for all sovereign investments by July 2023 and all private sector investments by July 2025. Also assess investments from a resilience perspective and are in accordance with the new Disaster Risk Reduction policy.
- Calculate greenhouse gas (GHG) emissions reductions in OPPP supported projects.
- Assess and promote nature-based climate solutions, including sustainable forest management, biodiversity conservation, among others, and identify options to promote adaptation and mitigation synergies in PPP projects.
- Develop strategies and technical materials to support ADB and clients to scale up adaptation investments.
- Support the catalyzation of internal and external climate change finance including carbon markets by identifying potential sources and developing proposals and managing the associated due diligence.
- Identify and advocate deployment of innovative technologies for low-carbon and climate resilient development.
- Support efforts to strengthen capacities of stakeholders on climate actions and outcomes vis-a-vis PSD and PPP.
- Support coordination on the exchange of information, tools, good practices, emerging issues, and experience on all aspects relating to climate change among the sector divisions and country offices.
Project Management
- Contribute to OPPP’s development, processing and administration of transaction advisory projects and technical assistance (TA) projects that have climate outcomes in the DMCs.
- Support climate change vis-a-vis PSD and PPP in the initiation, development, processing and administration of TA projects and capacity building initiatives by the divisions in OPPP.
- Contribute to climate risk assessment in accordance with ADB guidance and ensure that Paris Alignment considerations are applied to all OPPP projects.
- Monitor and report on OPPP wide climate change targets and outcomes and support the growth of strategic country level approaches to climate change (rather than merely a project-based approach) by identifying gaps and emerging operational issues and identifying best practices and lessons from across ADB and from global best practices.
- Contribute to increasing considerations of the economics of climate change and resilience in PSD and PPP. This would also include developing more insight into the “additionality” attributable to climate change and resilience interventions in projects both from a financial and impact perspective.
- Contribute to the administration/implementation of TA projects focused on climate and resilience as required by OPPP.
- Assists in the selection and management of individual consultants who support deal teams, including designing of their terms of reference.
Knowledge Sharing
- Develop and maintain suitable ADB internal and external networks to keep abreast of the latest climate change development issues with special attention to regional issues.
- Represent the department in ADB-wide working groups, cross-departmental meetings, seminars and events on climate change and DRM.
- Contribute to internal and external training and conferences on climate change and DRM, and other relevant activities for advocacy, dissemination, and knowledge sharing.
- Provide coaching and mentoring to teams both within ADB and government counterparts to support the agenda of mainstreaming climate change across ADB and DMC investments.
- Represent ADB at international forums and establish and maintain productive dialogue and relationships with key stakeholders.
- Work together with the Department of Communication’s climate change focal to identify relevant media worthy initiatives.
- Provide periodic updates on the environment policy aspects relating to projects and activities supported by OPPP and provide any relevant information or clarification that may be requested by OPPP.
Staff Supervision
- Supervise the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
Qualifications
Relevant Experience & Requirements
- Master’s Degree, or equivalent, in environmental sciences, economics, engineering, management or related fields. University degree and at least 5 years specialized experience relevant to the position can be considered.
- At least 8 years of work experience, including international level, in the development, design and management of climate change adaptation and low-carbon related projects, climate technology, climate change policy, climate finance, and project development work. The work experience should also include project level implementation experience.
- Understanding of climate change analysis and policy, including international climate change negotiation history, set-up of global frameworks, and country policy positions as well as national climate policy implementation arrangements.
- Strong technical competence and knowledge of ‘green’ environment issues, combined with substantial expertise in environmental management, environmental sciences, environmental policies, institution and capacity development.
- Excellent written and verbal communication skills in English is required.
- Practical international experience working in a development context is preferred, especially in the Asia and Pacific region.
- Strong multidisciplinary competence combined with substantial and demonstrated expertise of applying climate change adaptation or low-carbon considerations within one or more specific sectors/area.
- Familiarity with operations, policies, and procedures of multilateral financial institutions is preferred.
- Ability to utilize and share relevant knowledge to benefit the broader ADB community and support south-south knowledge transfer.
- Must be a strong team player and an efficient negotiator.
