Background:

The project on “Advancement of strategic and operational capacities and human rights compliance within security sector institutions” mainly targets the Ministry of Internal Affairs (MoIA) and Kosovo law enforcement institutions, including the Kosovo Police (KP), Kosovo Police Inspectorate (PIK), Kosovo Correctional Service (KCS), Kosovo Probation Service (KPS), and Kosovo Forensic Agency (KAF). Activities of this project focus on enhancing their operational capacities and specialised skills to effectively respond to criminal behaviour. Specifically, the project foresees numerous specialised and advanced trainings, workshops and support implementation of local strategies and associated action plans to improve operational effectiveness in tackling all forms of criminal activities, as well as develop and review sub-legal framework.

The overall project objective is to support the security sector institutions to advance their strategic and operational capacities, and human rights compliance within the police, forensics, police oversight, and correctional services. This will be covered through three specific objectives: 1. Security sector institutions operate more effectively in areas of forensics, oversight mechanisms, re-integration and rehabilitation; 2. Local law enforcement institutions are able to effectively identify, prevent and combat serious and organized crime; 3. Law enforcement institutions and relevant oversight bodies improve their response to preventing, combating, and monitoring hate crimes, while institutional mechanisms efficiently address VERLT.

At the request of the KAF, the OSCE Mission in Kosovo (the Mission) will facilitate a five-day training to 20 KAF officials and KP forensic officers. This training targets the KP crime scene investigators and KAF experts and aims to improve their practical skills in examining the crime scene, in particular in the field of usage of firearms and analysis of bloodstain patterns. The course will be designed to include internationally accepted best crime scene reconstruction practices regarding the examination of a crime scene, focusing on blood-stain analysis of the crime scene, involving the use of firearms. The training follows the recent support of the Mission to KP and KAF on forensics, and will contribute to sustainability in institutional capacities in the area of blood-stain analysis. The Mission will hire an international consultant with extensive experience in, crime scene investigation, preferably in the field of firearm blood stain pattern examination, to deliver the training, in order to ensure that the beneficiary will learn the main concepts and the best pactices in the area from an active practitioner in the field.

The training will cover: – Gunshot forward spatter patterns; – Gunshot back spatter patterns; – Applicable methods of blood stain analysis; – Influence of physical forces of blood spatter; – Use of backspatter analysis in reconstruction of the position and orientation of a firearm; – Use of forward and back spatter analysis in reconstruction of the crime scene; – Court testimony.

Objective of Assignment:

The objective of the consultancy is to support KAF and KP with a sustainable development of forensic capacities in the area of blood-stain examination, as well as to assist the KAF experts and KP forensics to improve their skills and enhance knowledge in the area of examining the crime scene, in particular on the field of usage of firearms and analysis of the bloodstain pattern.

Duration of Assignment:

The expert will be hired for eight working days .

Tasks and Responsibilities:

Under the supervision of the PDMS project/activity Manager, the international expert will familiarize the 20 participants from KAF and KP with the methods of firearm bloodstain examination.

The expert will be responsible for:

  •  Conducting pre-training evaluation in order to understand the prior knowledge of the recipients of the topics covered in the training, in order to adjust a course flow that would be appropriate for their level.
  •  Developing the training methodology, agenda and materials in consultation with the activity manager and deliver the agenda, presentation slides and case studies prior to the training.
  •  To deliver a five-day training to KAF and KP on firearm-related bloodstain examinaion at KAPS.
  •  Conducting post-training evaluation in order to determine whether the training was beneficial to the participants.
  •  Producing post-training evaluation, included in finalreport with recommendations for further action by the OSCE Mission in Kosovo.

Deliverables:

  •  By 05 May 2023, submit the presentation, agenda and corresponding materials to the PDMS project/activity manager for review and comments;
  •  By 15 May 2023, incorporate PDMS comments in training agenda and material and submit the final version to project/activity manager for approval;
  •  From 22 to 26 May 2023, conduct a five-day training for 20 KAF and KP participants;
  •  By 02 June 2023, deliver a final report including a post-training evaluation to the PDMS Project Manager summarizing the observations during the training.

Performance Indicators:

  •  Final training plan, agenda, presentations, practical exercises, case studies and a training evaluation questionnaire submitted to the activity manager on time and according to the OSCE official templates;
  •  Training delivered as scheduled/planned in a requested format, and meeting the requirements of the project/activity manager;
  •  The completed pre-post course evaluation test and the training evaluation questionnaire;
  •  The final report, including results of pre-post evaluation and recommendations is submitted to the activity manager on time, and meeting the requirements of the Project Manager;
  •  Positive feedback from participants (verbally and written) is received.

Necessary Qualifications:

  •  Minimum 15 years of relevant professional experience in criminal forensics, including crime scene examination;
  •  Minimum 5 years of training experience in the area related to criminal forensics;
  •  Proven work experience as firearm-related bloodstain pattern expert;
  •  Proven experience in delivering specialized training courses to law enforecement agencies and public institutions;
  •  Previous professional experience in work with international organizations;
  •  Knowledge of Kosovo context is an advantage;
  •  Cultural sensitivity and sound professional judgment;
  •  Previous experience of working in a capacity building role is an asset;
  •  Excellent spoken and written English language is essential;
  •  Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender, cultural sensitivity and judgment.

Remuneration Package:

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
