Organisational Setting and ReportingThe United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat helps the urban poor by transforming cities into safer and healthier places with better opportunities. It works with organizations at every level, including all spheres of government, civil society and the private sector. This position is located in UN-Habitat office at Abidjan, Côte d’Ivoire. The National Programme Officer reports to the Senior Programme Management Officer responsible for coordinating UN-Habitat activities in West Africa, in the Regional Representation for Africa. The focus of this job is the implementation, monitoring and evaluation of the UN-Habitat Country Programme, operations and activities in Côte d’Ivoire. Within delegated authority, the National Programme Officer will be responsible for the following duties:

Responsibilities

  •  Participates in the development, implementation and evaluation of the UN-Habitat Country Programme in Côte d’Ivoire; monitors and analyzes the Country Programme development and implementation; reviews relevant documents and reports related to the Country Programme; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties in Côte d’Ivoire; identifies and tracks follow-up actions.
  •  Performs assignments, in collaboration with the Government and Local Authorities of Côte d’Ivoire, by planning and facilitating workshops, other interactive sessions, and assists in developing action plans the Government and Local Authorities of Côte d’Ivoire will use to manage the change in the field of human settlements, in alignment with the UN-Habitat Country Programme, the United Nations Sustainable Development Cooperation Framework, the 2030 Sustainable Development Agenda and the New Urban Agenda.
  •  Assists in policy development, especially in relation to urbanization, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  •  Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies related to Côte d’Ivoire, inputs to publications, etc.
  •  Provides substantive support to consultative and other meetings, conferences, etc. in Côte d’Ivoire, including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  •  Undertakes outreach activities in Côte d’Ivoire; conducts training workshops, seminars, etc. in Côte d’Ivoire; makes presentations on assigned topics/activities as requested by the UN-Habitat Regional Representation for Africa.
  •  Participates in or lead field missions in Côte d’Ivoire, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  •  Coordinates the UN-Habitat team and activities in Côte d’Ivoire, in particular work related to funding (programme/project preparation and submissions, progress reports, etc.) and prepares related documents/reports (pledging, work programme, etc.).
  •  Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  •  Ensures that requirements, background information used for data analysis are documented.
  •  Performs other duties as required.

EducationAdvanced university degree (Master’s degree or equivalent) in urban/regional development, management, socioeconomics or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an desirable.

Work ExperienceA minimum of five (5) years of progressively responsible experience in project or programme management, administration or related area is required. Experience in Knowledge management in relation to designing of data collection tools, carrying out research, data analysis, and interpreting responses to identify problems and prepare conclusions is desirable. Experience in the development, implementation and evaluation of assigned programmes/projects and monitoring their implementation is desirable.. Two (2) years or more of experience in data analytics or related area is desirable.

LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in one of the working languages of the UN Secretariat, English or French is required; Knowledge of another UN official language is desirable.
