Purpose of consultancy

To engage with current and potential stakeholders to encourage buy-in and ensure needs are met, develop engagement strategy for potential stakeholders and work to ensure platform viability, and to provide training to users.

Background

Measurement and monitoring of access to essential medicines are of high priority for the global development agenda given access is an integral part of the Universal Health Coverage movement and an indispensable element of the delivery of quality health care. Access to medicines is a composite multidimensional concept that is composed of the availability of medicines and the affordability of their prices.

To allow for the easy creation of surveys related to the availability of medicines and health services, the WHO CAP platform was developed, allowing staff to create and release master surveys to WHO Member States, for Member States to choose which surveys to apply, for data collectors to submit data through a web or mobile interface, and for review and extraction of data.

Deliverables

  •  Deliverable 1 – Develop and update training materials (video, online knowledge base, intranet site, etc., as appropriate) for CAP.Expected by: 31 December 2023
  •  Deliverable 2 – Conduct user testing.Expected by: 31 December 2023
  •  Deliverable 3 – Consolidate and report feedback from user testing, including needs for additional functionality.Expected by: 31 December 2023
  •  Deliverable 4 – Develop and execute recruitment strategy for additional surveys to be conducted in CAP. Solicit interest from within WHO by creating targeted and engaging presentations and interact with interested technical units.Expected by: 31 December 2023
  •  Deliverable 5 – Engage with WHO technical units using CAP by regularly assessing satisfaction with the platform.Expected by: 31 December 2023

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  •  A first university degree in public or global health, business, social sciences, international affairs or related fields.

Desirable:

  •  Master’s degree or post-graduate diploma in the above-mentioned or related fields.

Experience

Essential:

  •  At least 5 years relevant working experience, such as being involved in stakeholder, funder, or donor management.
  •  Experience working with survey tools.
  •  Experience managing internal communications and presenting to stakeholders.

Desirable:

  •  Previous experience in projects related to access to medicine.
  •  Prior experience with international organizations, preferably with WHO.

Skills/Knowledge:

Essential:

  •  Excellent organizational and project management skills with a wide variety of stakeholders.
  •  Excellent communication, computer literacy and technical writing skills.
  •  Strong interpersonal skills and ability to maintain high efficiency in a multicultural environment.
  •  Proactive, flexible, resourceful and able to work independently in a remote setting.
  •  Expert knowledge of Microsoft Office and Microsoft Teams.
  •  Understanding of working with WHO, the wider UN system, civil society, academic institutions, the private sector and governments.
  •  Knowledge related to global health and/or access to medicines.

Languages required:

Essential:

  •  Expert knowledge of English.

Desirable:

  •  Basic knowledge of an additional UN language.

Location

Off-site – Home based.

Travel

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B

USD 7,000

9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
