Position Title: HR Assistant (Staff Development and Learning)

Job classification: Ungraded

Duty station: Manila (Global) Administrative Centre (MAC)

Type of Appointment: Six months with possibility of extension

Salary: Php 42,000 per month net of taxes (all-inclusive salary)

Context

Within the Integrated Talent Management Unit (ITMU), under the Department of Human Resources (DHR), the Staff Development and Learning (SDL) team is responsible for the development, implementation and management of programmes and initiatives established to meet the learning and professional development needs of IOM staff members worldwide.

Under the overall supervision of the Head of Staff Development and Learning (SDL), direct supervision of the Senior SDL Assistant in Manila, and close coordination with relevant training focal points in headquarters, administrative centres, regional offices and field offices, the successful candidate will be responsible and accountable for the administration of IOM’s learning management system as well as the functions mentioned in section 3 of this document.

Core Functions / Responsibilities

LEARNING MANAGEMENT SYSTEM

  • Provide end-to-end support on the administration, usage and promotion of IOM’s learning management system (LMS);
  • Provide support to the capacity-building of LMS end-users and stakeholders to use its functionalities independently in a decentralized structure by conducting live demo sessions, creating video tutorials and/or creating user guides.

LEARNING SOLUTIONS

  • Provide support in the implementation of SDL’s policy and processes, programmes and initiatives in line with the learning needs of the Organization.
  • Provide support in the management and promotion of SDL-led initiatives in order to increase staff engagement.
  • Provide support in the management of incoming queries and requests received in the HR ticketing system and mailbox.
  • Coordinate closely with the Manila Administrative Centre (MAC) and various Regional Offices as SDL’s focal point to inquire about the learning initiatives being organized locally and explore where SDL’s services can help close gaps or make suggestions.
  • Provide inputs for the preparation of SDL activity reports to be submitted to MAC, ITMU and/or other stakeholders.
  • Provide support on training activities organized for the Manila Human Resources Operations (MHRO) when the involvement of SDL is needed.
  • Perform other related duties as assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Information Communications and Technology, Computer Science, Education, Human Resources, Business Administration or a related field from an accredited institution with two years of professional experience; or
  • Completed High School degree with four years of experience.
  • LMS certification, preferred;
  • Other diploma or training certification, an advantage.

Experience

  • With at least 2-year experience in the management and administration of a learning management system, preferably Cornerstone OnDemand or Oracle;
  • Experience in presentation, public speaking or training facilitation, both faceto-face and virtual;
  • Experience in project management, monitoring and reporting, an advantage.
  • Prior work experience with international humanitarian organizations, nongovernment or government institutions/organization in a multi-cultural setting is an advantage.
  • Demonstrated skills in end-to-end administration of a learning management system;
  • Demonstrated good customer-oriented skills and experience;
  • Proficient in Microsoft Office Applications, e.g. MS Word, MS Power Point, MS Teams, MS SharePoint.
  • Ability to build strong working relationships with partners and internal clients at all levels;
  • Ability to work independently with limited supervision and under pressure;
  • Ability to work well in a multi-ethnic and multi-cultural environment;
  • Possess high level of flexibility and adaptability to change;
  • Possess excellent verbal and written communication skills (English).
