Mission and objectives

UNICEF in Turkey works to protect the rights of children and adolescents in Turkey since 1951. UNICEF’s programme in Turkey focuses on the needs of the most vulnerable children in the areas of education, child protection, health care, social policy, adolescents and youth, in line with the UN Convention on the Rights of the Child.

Context

UNICEF is a United Nations agency responsible for providing humanitarian and developmental aid to children worldwide. The agency is among the most widespread and recognizable social welfare organizations in the world, with a presence in 192 countries and territories. UNICEF’s activities include providing immunizations and disease prevention, administering treatment for children and mothers with HIV, enhancing childhood and maternal nutrition, improving sanitation, promoting education, and providing emergency relief in response to disasters. As part of the Division of Human Resources (DHR), Performance Management & Career Development Center of Expertise (PMCD CoE) evolved from the HR Reform launched in 2016. The PMCD CoE work is spread across four pillars namely: (1) Performance Management (2) Career Development, (3) ACHIEVE System Development & Support, (4) PMCD Projects. The Center of Expertise for PMCD supports UNICEF in developing innovative approaches and programmes to enhance managing performance globally and ensuring the development of careers for staff at all levels. One of the flagship Career Development programmes to support the career development of staff is the REACH programme which was designed for high potential National Staff, who wanted to pursue international careers. The REACH Programme is being scaled up globally in additional regions and offices in 2022/2023. Under the direct supervision of the HR Specialist, the HR Officer will support and contribute to the implementation, coordination and monitoring of the REACH programme globally. This may include working remotely.

Task description

Within the delegated authority and under the supervision of HR Manager and HH Specialist or his/her designated mandated representative(s), the UN Volunteer HR Officer will work on the following areas related to flagship REACH Programme as follows: HR Business Partnering and Administrative Support – Liase with REACH focal points and participants in UNICEF offices to provide support and guidance – Liaise with UNICEF coaches to organise and follow up on group and indiviual coaching sessions – Liaise internally within PMCD to ensure the timely earmarking of UNICEF funds related to REACH REACH monitoring and Talent Management – Provide support in monitoring and tracking of ongoing REACH programme activities – Update REACH monitoring project plan, provide weekly updates to ensure timely delivery of results – Provide operational support for the technical assessments of REACH graduates. Specifically to liaise with Subject Matter Experts (SME’s) at regional and country levels and set up the technical interview panel. – Liaise with DHR Talent Acquisition team to add REACH gradudates to the relevant TGs in TMS, including notifying REACH graduates on their inclusion into relevant TGs. Analytics, Communications and Knowledge Sharing – Provide analytical data to support decision making and raise the visibility of the REACH programme – Coordinate and liaise within the PMCD team and with the communication team in DHR to collate and publish REACH human interest stories to be published – Oversee and provide administrative support related to the current REACH Yammer group Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  •  Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  •  Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  •  Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
  •  Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  •  Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  •  Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs
  •  As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including: o Provide support as part of the REACH Programme, therefore enabling further Career support and guidance to UNICEF staff globally o Create further opportunities to our staff, including various target groups o Help co-create and share knowledge and human interest stories about career support in UNICEF therefore creating a more mobile and supported workforce in UNICEF.
  •  Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
  •  A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Requirements

Required experience

3 years of experience in human resource management in an international organization and/or large corporation.

  •  Excellent written and verbal communication skills in English is required. Knowledge of a second UN language (i.e. Arabic, Chinese, French, Russian, and Spanish) is a distinct advantage
  •  Excellent knowledge of MS Office and relevant computer systems and applications.
  •  Excellent research and report writing skills.
  •  Strong analytical skills and ability to synthesize concepts and communicate these concisely in both written and oral formats.
  •  Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  •  Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  •  Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  •  Have affinity with or interest in UNICEF volunteerism as a mechanism for durable development, and the UN System. Fluency in spoken and written English is required; Fluency in other UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage;

UNV Entitlements in a Nutshell for National UN Volunteer (Specialist):

  •  Current Volunteer Living Allowance (VLA) is approx. 22250 TRY (USD 1173 equivalent). In case of demonstrated expertise on the field, additional 40% expertise differential might be applicable.
  •  100% health, life and dismemberment coverage by CIGNA. As per UN’s diplomatic mission status, UN agencies are not included in National Security Institution’s (SGK) system but it can be initiated on private basis.
  •  Entitlement to annual Leave at the rate of 2.5 working days per completed month of volunteer assignment
