Context:
Under the direct supervision of the Chief of Mission (COM), the Senior Operations Officer-Transit Center Manager (TCM) will provide day-to-day operational guidance and support in key areas of Transit Site Management, will provide guidance to and oversight of all the staff, for day-to-day operational implementation of activities on the ground aiming to improve and strengthen the standards of protection through assistance, cultural and religious support, non-food item distribution and coordination, cultural orientation, medical referral assistance, airport assistance, and Mental Health and Psychosocial Support (MHPSS) to vulnerable populations hosted in the facility, in Transit Center As Sayliyah (CAS) and Park View Villas (PVV), in L3 emergency location at Doha, Qatar.
Core Functions / Responsibilities:
- Provide effective daily supervision, oversight and management of all operation activities and staff, ensuring dignified, efficient and cost- effective service delivery with integrity.
- Ensure a harmonized and coordinated response in the key areas of: Protection: Unaccompanied and Separated Minor (UASM) Support, vulnerability mapping and technical assistance, Mental Health and Psychosocial Support, Community Engagement; Medical referral support, including movement assistance and organization of medical visits outside of the Base facility; Non-food item coordination; Airport assistance for outgoing evacuees.
- Ensure IOM activities are implemented in line with its institutional policy documents, as well as internal and external guidance and tools (e.g., IASC protection guidance in Transit Center settings, COVID guidance for Transit Center settings, Transit Center Management toolkit; interagency guidelines on MHPSS, guidance in the Movement Management Manual).
- Oversee the efficient and effective management of airport services for departing individuals in a designated site where IOM has an operational presence including in relation to documentation, luggage, escorts, and special services. Ensure staff deliver the highest quality service in a timely manner, and handle urgent issues as they occur.
- Maintain close liaison and coordination with the US State Department Bureau of Population, Refugees, and Migration and the US Military at CAS, UNICEF, and internally with IOM HQs and with the IOM Amman Booking Unit responsible for managing international movements of SIVs and Escorts; collect and report feedback, issues, challenges, appreciations; conduct day to day communication and build of productive and positive relations in close coordination with CoM.
- Monitor and report on all administrative aspects, facilities, ICT solutions, financial monitoring, and cash management. Prepare caseload projections and plans for program and administrative changes and provide all reports to the CoM.
- Prepare regular and ad-hoc reports to the CoM, to include consolidated reports on daily applications count by category, collected visa fees, incidents, complaints, etc.
- Ensure IOM is adequately training staff members on working with at-risk and sensitive cases and is mainstreaming Prevention of Sexual Exploitation and Abuse (PSEA) through the awareness and training sessions for staff and service-providers. Ensure relevant protection services including child protection, especially of unaccompanied and separate minors as well as vulnerable populations are coordinated for individuals at the transit center according to the highest ethical standards and guidelines established by IOM.
- Provide capacity building to the US Military, to address gaps in technical skill sets related to site management, provision of assistance, as well as referrals to protection services and enhance knowledge and understanding on complex issues that arise in such group settings over a period of time, such as GBV, and cultural sensitivity.
- Maintain a comprehensive understanding of relevant Movement Operations Standard Operating Procedures (SOPs) and ensure all relevant staff remain professional, impartial, and unbiased during all interactions with migrants and colleagues per the IOM Standards of Conduct and instruction on PSEA.
- Arrange briefings, tours and other related activities for visitors, missions and other relevant stakeholders to the IOM.
- Perform such other related duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Political or Social Sciences, International Relations, Law, Migration Studies, Social Studies or a related field from an accredited academic institution with seven years of relevant professional experience; or,
- University degree in the above fields with nine years of relevant professional experience.
Experience
- Experience in managing a large team;
- Experience in migrant-related programmes;
- Experience in Movement Operations;
- Experience in Civil military coordination;
- Experience in liaising with governmental and diplomatic authorities and national and international institutions; and,
- Experience in CCCM Cluster Coordination, programme coordination and demonstrated technical expertise in relevant thematic areas particularly protection mainstreaming strategies, inter-agency collaboration, and protection mainstreaming strategies.
Skills
Familiarity with financial and administrative management, preferably in IOM or UN Agencies.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
