Context:

Under the overall supervision of IOM Qatar Chief of Mission and direct supervision of Senior Protection Coordinator (Transit Centre), the Associate Protection Officer will be based in Camp As Sayliyah, Doha Qatar under the Assistance program, and will provide administrative and project implementation assistance for the protection unit. The Associate Protection Officer will also assist with the implementation and administrative aspects of the Assistance Program (AP), which is an L3 program, including external/internal reporting, the preparation of Donor relations and communications materials, content updating on the intranet and basic Operations tasks.

Core Functions / Responsibilities:

  1. Maintain up-to-date knowledge of all AP implementation of activities and goals in Camp AlSayliyah, Qatar.
  2. Communicate with AP Coordinators and organize weekly team lead meetings to help cross departmental communication between Protection and other Units.
  3. Compile and provide technical information to support the establishment, review and adaptation of protection Standard Operating Procedures (SOPs) and other tools for protection Unit.
  4. Collect input from Coordinators and consolidate daily reports for CAS interagency meetings.
  5. In close coordination with the Coordinators, assist the Project Development Officer (PDO) in preparing the Weekly SitReps for MEC HQ and PRM by drafting specific sections of materials.
  6. Collect, review and generate daily, weekly and monthly updates, fact sheets, and relevant surveys from Coordinators, as well as reports related to areas of interventions.
  7. Closely coordinate with the Finance Officer for the submission of the Financial Report as essential part of the Interim Report by tracking budgets, expenditures and burn rates, and collecting or generating information and data.
  8. Track monitoring activities of the protection Programme Unit.
  9. Organize the administrative and logistical requirements of the protection unit, tracking progress and completion.
  10. Support the team in the preparation of meetings by drafting portions of PowerPoint presentations and agendas, attending meetings and taking notes, as necessary.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Humanitarian Affairs, Development Studies, Political Science, Social Science, International Relations, or a related field from an accredited academic institution; or
  • University Degree in the above fields with two years of relevant professional experience.

Experience

  • Experience in programme support in the fields of CCCM, Emergency and Humanitarian Response, Disaster Management, Shelter, or other relevant areas;
  • Experience working in post-conflict/emergency zones and in high-risk environments;
  • Experience in liaising with governmental authorities, donors, national and international institutions, UN agencies, non-governmental organizations, local communities in a multi-cultural setting;
  • Experience with gender and issues around gender-based violence; and,
  • Familiarity with financial and administrative management, preferably in IOM or UN agencies.

Skills

  • Good knowledge of project development, management, and evaluation concepts and procedures;
  • Excellent managerial, communication, analytical, and organizational skills;
  • Excellent interpersonal skills including negotiation, relationship management, influencing and networking;
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds; and,
  • Good level of computer literacy.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Dari and Pashto is an advantage.
