Context:
As an important function of its mandate, IOM is the Cluster Lead Agency for Camp Coordination and Camp Management (CCCM) for disaster-induced displacement situations under the 2005 IASC Humanitarian Reform. Although the position being advertised is not a CCCM position for a disaster response, IOM’s experience as Cluster Lead for CCCM remains relevant for programming at Camp As Sayliyah (CAS) in Doha, Qatar. In line with the commitments to the global Call to Action on Protection Against Gender-Based Violence (GBV) in Emergencies, IOM has been working to improve GBV prevention and risk mitigation in emergency operations worldwide, including in responses devoted to the Afghan evacuee population.
Under the overall supervision of the IOM Chief of Mission for Qatar, and the direct supervision of the Community Engagement Officer, the Project Officer (Facility Services) will be responsible for liaising with counterparts in the U.S. State Department’s Bureau of Population Migration and Population (PRM) and the U.S. Department of Defence (DOD) for the daily functioning of the recreation facility at Camp As Sayliyah (CAS). The successful candidate will also support the development and implementation of recreation facility improvement activities for the benefit of the Afghan evacuee population at CAS at the operational level, including emergency preparedness and response, women’s participation, and facility planning, and recommend and supervise the implementation of facility improvements, facility logistics, and general facility organization.
Core Functions / Responsibilities:
- Supervise and coordinate the functioning of the 410 facility and the work of its staff, taking into consideration ideas from guests and from within the interagency team at CAS, and work to improve both the physical space and the recreational activities that are available.
- Evaluate, document and endeavour to respond to requests for assistance from the CAS guest population as well as from relevant stakeholders, including the US military and the US State Department, staying abreast of and complying with the parameters of IOM’s mandate at CAS.
- Evaluate gaps and contribute to the development or revision of guidelines, regulations, standard operating procedures and tools for Building 410 improvements, including in relation to emergency preparedness and response, as necessary.
- Cultivate an understanding among all users of 410 on behavioural expectations, and respect for other users and the 410 facility.
- Assist with coordination and facilitate better integration between the Assistance Program and IOM’s USRAP work at CAS.
- As appropriate, respond to camp complaints and information gathered from the ComplaintsFeedback Mechanism (CFM), Community Leader meetings as well as other sources of information emanating from the population in relation to 410, coordinating closely with other Assistance Program Officers and the Protection Officer.
- Work closely with IOM Assistance Program pillar staff and counterparts in the military and the State Department on 410 planning activities, provide technical inputs to support the development of technical guidance and tools, and participate in the implementation of joint capacity building initiatives.
- Attend technical working groups at CAS, as required. Maintain effective working relationships and information sharing protocols with relevant stakeholders to facilitate cohesive and coordinated approaches.
- Provide capacity building support to the US military, contribute to strengthen capacity building tools and training materials, and assist with their adaptation to address specific operational needs.
- Contribute to the drafting of quarterly progress reports and weekly sit-reps, collect lessons learned and best practices. Participate in open communication with IOM colleagues and outside stakeholders and partners using the communication tools available.
- Provide administrative and logistical support for other activities of the IOM CAS team, including organizing CAS meetings and events, and coordinating with the Assistance Program to help streamline procurement activities and recruitment processes.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in International Affairs, or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience assisting refugees or internally displaced person in a camp setting, and experiencesupporting humanitarian programmes at an operational level;
- Experience providing relevant technical support to a variety of operational contexts;
- Previous experience working with military entities is desirable; and,
- Experience in liaising closely with partner agencies, NGOs and the US government.
Skills
- Knowledge of GBV risk mitigation activities in camp settings is desirable;
- Demonstrated expertise in working with diverse stakeholders and experience in planning;
- Demonstrated ability to work productively on a team; and,
- Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point,Outlook), Adobe Suite, internet and Email.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
For all applicants, fluency in English is required (oral and written). Working knowledge of either Arabic, Dari, Pashto, and Farsi is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Notes
The Recreational Facility is referred to as Building 410 or simply 410, which is a large warehouse that allows guests to dissipate energy, have fun and socialize.
