Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Chief of Mission (CoM) and in close coordination with the programme unit colleagues, particularly the CAP senior programme manager in Tehran and other senior managers and the Regional Thematic Specialists (RTS) based in Regional Office for Asia and the Pacific (ROAP), the Protection Officer will be responsible for implementing protection activities and strategies that address the needs of people on the move in Iran, including victims of trafficking and smuggling, unaccompanied minors, migrants and displaced persons. Activities will be carried out in close coordination with the United Nations (UN), coordinated humanitarian strategies and government counterparts.

Core Functions / Responsibilities:

  1. Support Protection programming across the International Organization for Migration (IOM) Iran and provide technical support to other IOM units on Protection Mainstreaming, including safe programming and capacity building.
  2. In close coordination with relevant protection actors, such as the Government and other United Nations (UN) agencies and Civil Society Organizations (CSOs), contribute to strengthening existing referral mechanisms, capacities and services for protection cases of Afghan migrants (including smuggled migrants, victims of trafficking and other vulnerable migrants) and host communities. Participate in and contribute to inter-agency Protection fora (e.g., Protection Cluster, Child Protection Sub-Cluster, Gender-Based Violence Sub-Cluster, Prevention from Sexual Exploitation and Abuse (PSEA) Network, relevant task forces) as needed with technical and operational input.
  3. Coordinate and implement activities included in IOM’s Protection portfolio, which may include contributing to the development of protection Standard Operating Procedures (SOPs) and internal guidelines for protection case management and facilitating protection mainstreaming interventions, based on international protection standards (e.g., Sphere, IASC Protection policies and guidelines, Child Protection Minimum Standards, IOM’s Framework for Addressing Gender-Based Violence (GBV) in Crises, International Committee of the Red Cross Professional Protection Standards, etc.), as well as supervision of IOM Iran Protection Team.
  4. Provide technical inputs for the development and support the implementation of capacity building activities for Government Officials, local actors and partners on protection, including GBV, counter-trafficking, counter-smuggling principles and protection mainstreaming.
  5. Facilitate the integration of protection elements into IOM assessments to understand protection risks in the working context and in IOM’s operations and coordinate data analysis within IOM and other key protection actors.
  6. Facilitate the establishment or strengthening of appropriate and culture-specific complaint andfeedback mechanisms for mobile populations as well as communities affected by mobility and check that needs are systematically reported and appropriately addressed through specific and/or joint activities.
  7. Provide information and technical guidance and capacity building to field-based colleagues onIOM protection guidelines, counter-trafficking standards and practices as well as international protection standards (Sphere, Child Protection Minimum Standards, International Committee of the Red Cross (ICRC) Professional Protection Standards, etc.) to support capacity building.
  8. Draft reports and documents, including briefings, statistical/narrative reports, background information and specific information requested by Governments and other entities as required.
  9. Assist in the expansion of IOM protection and assistance portfolio in Iran by selecting and summarizing background information, assessing local context for project planning and administration, and drafting segments of proposals.
  10. Act as a PSEA focal point for the mission, which includes updating IOM Iran PSEA Actionplan and informing supervisor of progress; participate in relevant inter-agency fora and other meetings as required.
  11. Document opportunities to provide specialized protection services; communicate and co-ordinate with appropriate IOM units and field offices, including with psychosocial activities.
  12. Undertake regular duty travel as required, in line with prevailing security restrictions, relating to project assessments, liaison with counterparts, and project implementation, as required.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Law, Development Studies, Political Science, InternationalRelations, Social Studies, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Previous work on protection (e.g. child protection, counter-trafficking, gender-based violence);
  • Experience in managing teams, mentoring and delivering trainings;
  • Experience working with specialized international agencies (UN Agencies, International

Organizations, and International NGOs);

  • Experience in project management and monitoring and evaluation an asset;
  • Experience in regional coordination between different stakeholders an asset; and,
  • Experience in working effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
